Social and political criticisms

I went to an island province last Friday and I met a local businessman and he was complaining about the under table money he had to cough to get the permits: the barangay asked for several hundred thousand pesos; a bureaucrat asked for P35t for a signature.
We did away with the single tyrant when we removed the dictator. But he was replaced by several thousands local government officials. And now we say we are free?
We are free to demand grease money just like the dictator? What was improved?
The tong society persisted; the situation during the time of Noli and Fili did not change.
