Happy All Saints Day tomorrow.

I had a conversation this morning with someone who believe that at the barangay and homeowners association, they pass laws that are unenforceable, because there are no penalty who will enforce the provisions of the order/rule.

In my studies, a system to work, as in a law or order, it must  contain the following:

Purpose
Input,
Output
Throughput
Human Aid
Information Aid
Enviroment
Catalyst.

Incomplete laws

If the law/system is incomplete, the system/law wont work.  Sadly the law/rule makers do not consider these.  Thus for the catalyst for instance, there has to be rewards and  punishment that must be included.   If for instance:   you have the anti dog poo rule in a subdivision and there are no specifications as to penalty, who will enforce, how will the penalty be collected and managed, nothing will work.

For instance, the pedestrian lane provision in RA 4312  while being flaunted by many civil society senior citizen group is continued to be ignored by many because it is toothless, there is no penal provision, and should be deleted, because anyway, no one follows nor enforces it.

There were laws that were passed for instance like the SUC scholarships-  they have no definite funding. (A case of missing inputs)  Some say the requirements is in the order of P20 Billion.  Finance and budget people estimate this to be in the order of P100 billion.  In the case of SSS pension being raised by P2,000 a month for senior, this post estimate that indeed SSS would go bankrupt if no sources of funds/revenue are not thought of.   Now they are floating the idea of increased contribution to which the Leftist, who favor the incraese of pension now object

There  are many laws though that are enforced selectively, and or the ones concerned choose not enforce, or not every body knows the law or simply ignores the same

When I was an activist, all that was taught us was ibagsak, ibagsak destroy the system that promotes injustice and corruption.

While many Presidents and Congress have come and gone nothing has improved in those two areas:   injustice (and slow wheels of justice) and corruption will continue to be around.

For injustice, NPA had kangaroo  courts and death/assassin squads to carry out quick justice and retribution.  While Congress continue to debate on the  merits of such penalty death squads will continue to mete our quick justice too under the legal govt to do away with expensive and slow justice system, sometimes with the real perpetrators going scott free.  Our current legal practice/system is long expensive and painstaking.   Lawyers and judges make.... and hay... While the oppressed suffer.   Without the death penalty, many will take law into their hands and employ hired assassins instead.  Quicker and cheaper.

As for corruption, even if we have cabinets headed by men with integrity and guts, if the system is really corrupt (well entrenched  with old employees and allowed by CS rules -   ie the law on security of tenure and due process), and if there is a perception that there is selective anti corruption drive (eg.  if the family is perceived to be engaged in corruption, or influence peddling) then nothing much will change.  It is still trapo with just another name and slogan

It seems that the enthusiasm behind the  country's top leadership has waned despite high ratings in the country's survey.  No wonder the honeymoon of the administration with the Left is over, and there is no love lost between the leadership and Sen. Sonny Trillanes.  Many are thankful that Trillanes is there because otherwise, the top leader is unstoppable in his ways.

Direction going haywire

The direction of the administration has seem to have gone haywire with many of the promises unfulfilled:  the horrendous traffic, crimes (still abound -  pinasok ng baklas rehas ang bahay namin a  mere 80 meters away from the Police Station) marami pang snatchers at non drug related killings

Integrity issues hanging

And there seem to be credibility and integrity issues hanging in the air with regards to Trillanes rift, and the members of the first family wealth, connection with the big time drug lords, the BOC connection

Errors in decision making/knowledge

The top honcho must have made some shooting from the hip, lack of consultation/nor knowledge of the system when he made the promises.  Some how he got the votes when the carrots were dangled:

       1.  Increasing doubling the salaries of soldiers

       2.  SSS pension increase.  This would break the SSS.  Now to make the SSS viable, the contributions  have to be increased and there are objections from the employers and employees

       These are possible if the tax reforms are in place.   And so with scholarship at SUC.   There are no funds yet.   Decide and think and solve the possible problems later?

      The administration seem to facing a lot of challenges in having the tax reform bill passed.

     One might surmise that the  way govt is spending money,  the  finances are in big deficit now.

     Some advance the criticsm that the way the country is being run, is as if it is Davao City

The current leadership is not much different from other adminstrators who give favors to parties who supported the elections campaign and funding, the kababayan and friends family members given preferences.   And who can say for sure that corruption has stopped:   at BOC, at DPWH, at BIR

And making the govt a center of Mindanao folks and even making Davao  City the center of the country

Many were  suckered in with pictures and promise of brighter tomorrow which will never come

Pikon and revengeful

Some  parties, the big media companies which draw the ire of the top honchos are allegedly soundly rebuked and subjected to harassment.  As in the case of Mile Long property of the Prieto.   Prieto owns the Inq which is critical of the leadership

Hair raising scenarios

About a revolutionary government about nationwide martial law?

The right leader, the right change for our country will not come yet as of now.

As of now, we can only pray that the current leadership can be more and do more, and rise about pettiness and traditional politics  so that he will carve out a name for himself in the Philippine history

Despite the turn over of drug war to PDEA from PNP, unexplained death allegedly perpetrated by RIT (riding in tandem)  continuesWhile authorities continue to deny that such exist, even in Senate hearing, we can conclude that such exist/ is true

1.  Some istambays boast that they were allegedly recruited to be part of the RIT liquidation squad:  they are to be provided with guns and ammo, ids, mission order to liquidate someone and are to be paid say P10,000 per head for persons liquidated. They will never be apprehended because of proper ID and mission order  Well he was not recruited, kasi madaldal, but where there is smoke, there is fire.

2.  In the place where I join the morning sun worshipper, there is somebody who is paralyzed in one half of the body (hemiplegic) a victim of stroke.  He told that it was probably a punishment for his deeds in his job, ie to liquidate persons that his superiors assign him to do.  He works in a govt security force for the province. How many has he killed?  Many. He cant remember and count.

We can speculate that such death squads exist to preclude long court proceedings and even dismissal of the case (arising from faulty police work)

How he wished he was dead.  He  is suffering from his misdeeds

The price of sin is not death,, but long years of suffering from chronic or painful disease.  May the Lord forgive this man from his sin - killing fellow human beings.

We believe that those who killed more than 3,000 in the drug war, those who committed and ordered the same shall suffer the wrath from God.  No need to protest or make waves about the same

The TDC representing  some 30,000 teachers knocked on the doors of Dep Ed in Pasig City protesting the very low take home pay of teachers due to the deduction from loans taken by teachers which include GSIS and other private lenders.  The teachers are up in arms over the Dept Order No 38 which allows deduction from teachers salary of loans taken from Pag Ibig and GSIS which effectively lowers the take home pay of teachers   Teachers owe PLI and GSIS some P300 billion

Ano tactic ito for loan abrogation? Malulugi GSIS at PLIs.   What a way to express gratitude to lenders

PLIs are threatening to sue Dep Ed and the teachers if the loans are not paid (the salary deduction agreement not carried out;   The PLI will not lend unless there is an agreement to deduct from salary, with the consent /request of the borrower) .  Some concerns are raised over the mindset of teachers and financial literacy -  ie of thrift and budgeting.

The Dep Ed or school principal should have filtering devices when ever teachers apply for a loan so that the P4,000 net take home pay limit is not breached.

Some 2,000 squatters along the floodway easement lost their homes to the demolition undertaken since 5 days ago in compliance with the December 18, 2008  mandamus of the Supreme Court directing MMDA and other government ideas to clear water ways easement of squatters.

This is a welcome move considering that there has been an accumulation of silt along the east bank of the Pasig site.  Only 70%  of the floodway is estimated to be functional due to incessant disposal of garbage and was presumed to be cause of  widespread flooding due to Ondoy.

This post congratulates the Mayor of Pasig City for fulfilling his duty complying with the Supreme Court decision, and having the backbone and the courage to undertake this challenging undertaking, unmindful of the leftist death squads.

Will Cainta and Manila, Mandaluyong, Taguig follow suit.  Are they as determined  and as strong leader as Mayor Eusebio?

The Commission on Human Rights is set on probing possible human rights violation in the soon to be ended Marawi city war and as urged by militants This was announced by CHR policy office advisor Atty Gemma Parojinog. (Related to the killed Ozamis city mayor?) CHR will investigate the combatants if they followed the rules of engagement

Bah.  This is all ready drawing flaks from other non militants for being naive.  First there is no just war.  In war, do you observe the rule of engage not to fire unless you are fired upon.  It is kill or be killed.  How come CHR is concerned about human rights of Maute Isis who raped women in front of their mothers, destroyed the city (and hence violated the right to abode by thousands of Maranons) and killed hundreds of soldiers and residents

Sa ngayon guilty na military dahil mahigit nang 600 na napatay ng military vs 100 sa panig ng gobyerno.  Mas marami kasi napatay

The CHR people should be realistic. Go to war and then yakkkk.  No wonder the Congress gave them only P1,000 peso budget.  Looks like they deserve it

There could be better things for CHR to do than being an arm of militants

There were some  pleasant news yesterday:  the end of the Tigil Pasada, the tirade of the President vs the Piston (dapat matakot na at sumunod sa batas mga ralllyista.  Batas and Jeepney Modernization Law) the Liberation of Marawi city (marked by the death of Hapilon and Omar Maute) and the fall of the declared capital of ISIS (Islamic State of Syria) Raqqa. It was a sad day for ISIS for having collapsed so soon. They deserve this for sowing so much fear and death all the over the world. Such barbarism and violence has to end, and maybe it is the will of our God or their Allah to have mercy on them by ending their rampage.

The CNN Ph minced no words in saying that the tigil pasada by Piston is not just about jeepney modernization. It is according to CNN, part of a bigger plot to destabilize the govt. In a program conducted by the rallyists, other issues cropped up and the participants were not just jeepney operators and drivers by KMU, Gabriela, Bayan (we now know who te anarchists are)etc in full force and incorporated other issues in the melee.  The LFTRB spox Atty Aileen Lizada noted this.  Mateo left the program in the afternoon while the other sympathizers took over

Tigil Pasada not part of destabilization plot - PISTON  (Yes PISTON issues were, the other irrelevant unrelated issues were....)

The govt had to use only 30 buses to supplant the tigil pasada of jeepneys.  Less than 0.11% of the total riding public were affected by the strike (as work and classes were suspended)

PRRDU30 must have previous intelligence reports on this that is why he floated the idea about revolutionary govt this time, not martial law to crush the anarchists.   He earlier declared in the chaotic meeting with the leftists that he will have the anarchists in the street shot.

The destablizers must not liken DU30 to Marcos nor other Presidents.  If he had no qualms about stopping drug addiction/trade in the Philippines and having collateral damage along the way, he will not hesitate doing the same to silence the anarchists.   He ordered all out war vs Maute and ISIS (we are more more succesful than Iran in doing this swiftly).  God be merciful on the anarchists for testing the  patience and resolve of the President.

He mentioned several times that he will order an all out war on several occasions:   after his party was ambushed in North Cotabato, and when he floated the idea of a Revolutionary Govt.

Xi and Du30 could be similar.  Xi used iron hand, the law in eradicating his opposition.  He had them jailed for corruption.  (We do not know if some of them were sentenced to death)

From INQ - LTFRB readies charges vs Piston and jeepney operators

LTFRB chairman Martin Delgra said that his agencies is readying charges vs Piston head and jeepney operators who participated in the two day strike that forced Malacanang to suspend classes and work for two days.  There is an existing circular that prohibit drivers and operators from participating in strike because  franchise holders are obligated to perform a public function.   (I know of a bus operator who participated in a bus strike and could not do anything with her 50 buses when MMDA and LTFRB suspended her bus franchise)  

On the other hand Mateo, the Piston head said that this will merely force the hand  of PISTON to launch another strike (DU30 dared the group to do this.  Tagalan pa strike. Gawing isang buwan Magutom kayo)
claiming this violates this constitutional rights to protest.  Talk about that if you do not have franchise.   LTFRB should start non renewal or revocation of franchise of striking drivers and let us see

The tigil pasada called by Piston virtually paralyzed the govt and emptied schools at all levels nationwide. Effective eh. These anarchists. Against kono sa violation of human rights.They deprived many students to have full and complete attendance of their schools, and the workers their right to wages. Two days. As  much as P1,000 in wages. Not to mention their lost earnings too.

The govt must take steps to remove these anarchists on the streets.A form of addiction na ito na dapat matokhang.   The public at large are affected by these mass actions that only nihilists can conceive of.  While this post see reasonableness in their protests which the bureaucrats are unyielding to; the means to get heard and be a nuisance to every one is uncalled for.

The govt must:

1.  Improve mass transport system  so that many will not be hostage to these mass action. Untvs could be an ally

2. Suspend or do not renew franchise of the known anarchists, or file cases even of rebellion vs their leaders

3.  LTFRB must be reasonable in this modernization order. Masyadong arbitrary at mataas presyo. Upgrade over the next 10 years,or phase out. LTO must be strict in non registration of very old jeeps. MVs and there are tens of thousands of them

Pres Duterte floated in a taped TV telecast the idea of revolutionary govt as a counter strategy vs plotters and destabilizers whom he thinks are communists and yellow tards.  He will have them arrested.  So what else is new.  What is the elephant before us?  A TOTALITARIAN RULE. Not martial law.

So the political prisoner fear was right after all.  The good president can not tolerate criticisms, objections and opposition.   So the critics are right after all with the actions vs the Ombudsman and  CJ.

Talk about the sudden foreclosure of Mile Long property owned by the Prietos, as a revenge for the criticism by Inq vs the good leader

Can we eliminate corruption at the LGUs?

The good President want to end corruption in the country.  But can he really do it?  Especially at the LGUs.  He cant do it at BOC right in the heart of MM, very near Malacanang. How about corruption in 1,500 cities and municipalities scattered across the country.

Examples:

In the past:

1.  In Region 1V, our under the table arrangement to get SB resolution involved:

     a.  For a 4 hectare  project in island province -  P1 million.  It was surprising  that the hatchet man
          was a graduate of MPA from a Jesuit run school of good govt.

    b.  For a 7 hectare project, we gave out P3,000,000 to SB and the mayor.  The Barangay Council and chairman took a P300,000 grease money

    c.  For a 3 hectare project near MM, we gave P1 m to the mayor, donation of 100 units apartment which he used to strengthen his hold on the urban poor, plus P300,000 worth of filling materials for a road project (which was not funded)

2.  For now:

   a.  An alteration of plans payola that was being charged us was P40.00/sm of a 16 hectare project or P6.4 million

  b. A five hectare project in NL (Region 1) would involve cheap  arrangement P500,000 only

How did we escape other grease money arrangement in other areas:   we had the chief  of the LGU be one of our stockholders (properly dummied of course)

How can you stop this?   No we cant.   I my books I do not like this form of dishonesty.   But if you dont, it will take you years before you get your permits and resolution.  Years back, my uncle who was with DAR told me not to come across people in his office who ask for P15.00 /sm facilitation money for conversion.  I did I followed him and our conversion came out 8 years later.

 You simply book this as CGS and you can wait for your permit. Considering the high cost of political patronage and of the election campaign, one may view this as a win win situation.  Walang sumbungan.

Telcos routinely cough up P300,000 for locational clearance of towers.

How about foreign business who allege to be Mr. Clean (eh  corrupt din sa ibang bansa:  USA, Japan, Europe etc)  Dapat on the level tayo.

Can we remove corruption at the LGU?


So we think as some solons think, we ought to abolish BOC to remove corruption. Ano abolish na rin LGUs?
Any Pres in his right mind will not antogonize LGUs now, the grass roots, or else, they will not win.

The general public, the readers of the news are getting confused. Whom do we believe now:   the mainstream media, or the bloggers?   The newspapers, the govt information office or other people in the know:

1.  Narco politicians 

Take the case of a now on extended vacation City Mayor in West Visayas (and he may not return for good for fear of his life). The said mayor is in narco list of the administration and as a proof of the severity of the case, the bemedalled  police officer who saw the demise of two other mayors alleged to be on drug trade was to be transferred to his city (Fortunately the transfer was, may be because of public outrage was deferred).  The good mayor denied the alleged connection with the drug trade.

However, upon interviewing the residents, they told that nothing could be further from the truth.  They alleged the now dead No. 1 drug lord in the city, now dead, funded his election winning.

And then another drug lord, who cant be caught, finally was arrested when he  left the country

2. About the minors killed  alleged to be  innocent  

There was an outcry over the minors, alleged to be innocent by their parents and their relatives.  The public and the relatives could have been led into this turmoil by  a  certain govt offices who want to be popular, and the media.  When there is controversy, copy and broad cast sell.

But we have to be critical of these kind of news.  The fact is many minors have become criminals:  engaged in drug trade, pretty crimes and even hold ups.   The parents naturally will not admit nor accept their young  children to be such.   Iba na mundo ngayon.  Maraming bata ang mga pasaway. And if the police operates against them, and they offer resistance, naturally we can say they asked for it.

Let us suspend our judgement and not jump into conclusion about these alleged involvement of the minors in crimes

This was the topic of a query of a believer on the veneration of the cross on TV segment of Dating Daan.
Bro. Ely Soriano explained that the cross was the instrument by the pagan Roman empire to punish criminals and enemies:  death by crucifixion (by nailing on the cross)  The criminal dies from loss of blood, exhaustion,  dehydration, and inability to breathe. Today's equivalent of electric chair, gas chamber or lethal injection

That the cross is being made a symbol or venerated for the Lord Jesus Christ does not sound logical to The Church of God  where Bro Ely preaches.  He said that this is equivalent to adoration of an electric chair contraption which killed the accused.

It does not make sense.  What do you think?

This post was rooting and 100% for the current leadership of the country prior to the elections.   Now this post is wondering where did I go wrong. Prior to the attacks by Sen Trillanes vs the first family alleged unexplained wealth, the current leadership was doing fine.  He avoided "patol" with the former.   But things turned for the worse when the alleged offshore account turned out to be non existence and lately the alleged plan by the Ombudsman to investigate such hidden wealth as revealed by AMLA

The highest office threatened to investigate the said constitutional office and even challenged the Ombudsman the CJ to resign together.

Bakit kaya.

The country's highest official has gone haywire and no longer acting as cool, composed brave, and incorruptible.  Di kaya siya  tumagal bilang pangulo.?

The anti illegal drug war has gone kaput too;  the war on corruption is going to the dogs after the Senate investigation on BOC

Impeachment here and there. A lot of smokes. Sino si Samuel Uy;  ano yong P2 billion na alleged hidden wealth?
