If you were the President of the Philippines, with the multitude of problems in Mindanao not declare martial law?  The last straw would be the Maute group attack (reportedly backed by ISIS -  look at the flag they are waving) in addition to NPA attacks the ASG, and the disorder in Zamboanga.

What are the options available?

Would you not declare martial law if you encountered the following attacks:

President Declares Martial law in Mindanao CNN


President Duterte declared martial law in Mindanao Tuesday evening 10 pm Manila time after reported terrorist activity by Maute group in Marawi City:  take over of certain faclities, take over of certain barangay, burning of buildings including the Catholic church, taking of hostage.  The declaration is good for 60 days and he has to make a report ot Congress within 48 hours

The President cut short his trip to Russia  because of this development

There are varied reactions to this.  The leftist group are against this  They even insinuated that this will affect the on going peace process.  My God, they have contributed to the destabilization in Mindanao because of the NPA frequent attacks in Mindanao.  Fmr Sen Rene Saguisag is against the declaration, as well as some LP stalwarts who warned of vigilance.



Some experts on the away from the conflict expressed that the declaration was unnecessary since there is not state of rebellion yet (What do we call the Maute burning and take over of buildings and the alleged support from ISIS) ibinabandila na sa Iraq and mga nangyayari sa Mindanao

Some arguments vs the martial law declaration  is that this will drive away investors.  However, how will investors come in if they are aware that govt is not doing anything to pacify the area.   The military operations will finish once and for all in the words of the President all the security and troubles in Mindanao

Philippines refuses EU aid with conditionalities


The President announced through Sec Abella that upon the recommendation of Sec of Finance, the EU aid to Muslims and other concerns may not be accepted by the Philippine govt if they contradict independence of Phil. policy.   This is an assertion of a leader who has balls.

The aid amounts to 250 million Euros or about P13.85 billion pesos.  The Pres. said that even without aid, we shall survive

We will accept aid only without conditionalities.  All ready requests for reconsideration are all ready being posited by no less than NEDA director Pernia and Senator Hontiveros is asking Sec. Cayetano to explain why the refusal. Pernia thinks the amount will affect the Phil. GDP growth which is lower than the same period last year The aid is worth trillions in Pesos.  She could not understand that we have to affirm our independence. If she used to be an activist, this is an assertion of a leader who does not want to be "tuta" of imperialist.  The aid as we know them are technical aid and are not cash in nature, and do not go to the Philippines but mostly benefit the citizens consultants of the donor countries.

But it should be remembered that EU is the Philippines biggest donor.  

It must be noted that PHL is no longer considered an LDC or a third world country that deserves aid. ADB has all ready pointed that out.

It was flashed in the news at DZMM this morning that says Sen de LIma says Col Marcelino gave in to pressure.  The alleged drug case vs the former PDEA staff was again reversed for the nth time.

It was alleged that the good Colonel would be used to pin down the good senator in relation to a drug related case.  There is a lot of speculation going on and we do not know who to believe. And what is really going on

Primer on RA 10913

Maraming nalito sa unang araw ng pagpapatupad ng RA 10913, Anti Distracted Driving law, na nagbabawal ng paggamit ng cellphone sa pagtawag text, games habang nagmamaneho.  Exempted ang may hands free driving o ginagamit ang cp sa navigation lalo na Uber or Grab Taxi.

Bawal din (nasa batas pa ba ito) lahat ng maaaring makalito sa pagmamaneho:   signage sa jeep, mga poon pabilitin, mga aso na naglilimita ng line of sight.

Subalit may kalituhan sa unang araw ng pagpapatupad noong May 18, 2017.  Sabi ng iba di natupad ang information campaign na nasasaad sa batas.  Subalit nag lapse na ito na hindi nagagawa ang huli.  Ang batas ay batas.

Sabi ng iba, ito ay pagkakataon para mangotong na naman ang mga traffic enforcer.  Ano pa ang bago.  Ang mga senador ay humihiling na reviewihin ang IRR ng nasabing batas

Ang mga motorista ay nalilito sa mga anunsiyo ng LTO at DOTR.  Isa sa mga pinagtatalunan ay ang paggamit ng apps sa navigation gaya ng Waze at paglalagyan ng cellphone na ginagamit para sa apps

No amount of infrastructures, govt spending of tax payers money can solve our traffic woes. It would help, but unless the governed follows the leaders and managers, improvements will be minuscule.  There has to be a radical sense of civic consciousness and follower ship among our citizenry

We noted that during the past administration and even now, a lot of road widening is going on, and yet traffic is still not improving:

What are the causes:

1.  Illegal parking on roads that have been widened.  For example the roads at floodway has been widened to 4 or even 6 lanes.  And yet obstruction abound:   trucks, tricycle, vans repairs on the roadside, road being use for business.  For the obstruction removal team, they had to bring security force armed to the teeth to enforce the towing of illegally parked vehicles. Force has to be used.

2.  Non observance of traffic rules:

     1. Tricycles which are not supposed to be on the highway are still there and to top it all, Lord it over:   not observing speed limits, swerving, not observing proper stops;  they also obstruct roads at intersection

    2.  Balagbag loading and unloading by jeeps and other PUV.  We are glad AUVs behave differently

    3,  Counterflow where it is not allowed.  Especially by AUVs hurrying to get more runs, and MC. Whew.  A lot of accidents do happen from this practice.

   4.  Illegal overtaking by MC from the right.  They jam the street and do not observe traffic rules, nor the MC lane

   5 MC drivers do not seem to know traffic rules and safety.  Is LTO is amiss in instilling discipline and sense of order among new drivers.  Nabibili ba ang exam?

3. Ill trained traffic enforcers and PUSO:

   1.  They over ride the programming of traffic lights;

   2.  They seem to be traffic enforcers for the subdivision or block giving priority to motorists exiting a block or a subdivision

  3. Not to mention their proclivity to fleece motorists and drivers;

  4  Priority of traffic lights are to be:  going to office in the morning, and going home in the afternoon or evening  Does that happen

  Some of them used to be campaign managers for the mayor or councilor or x utility men.  Who will spend for their training   A lot can be gained if they were trained.

We are not prophets nor do we intend to frighten our kababayan.  We are writing this to make everybody ready.


The frequent appearance of Philvolcs director at various TV stations, the swarming of earthquakes in the entire Philippines  (Surigao, Samar, Ilocos Sur, Batangas and lately 7.2 earthquake  in Sarangani (the Davao fault movement) can mean only one thing -  the big one the big earthquake near West Valley fault is not far away.  It could be sooner than we think.?

Let us review some facts about the West Valley Fault:

1.  The West Valley fault extends 100 km from Bulacan, MM, Rizal, Laguna and Cavite.

2.  The fault moves every 400 years.  The last movement was in 1658 or 357 years ago

3.  A JICA  study of 2004 predicts that 34,000 could die and about 100,000 others could be injured due to many collapsed structure.  The high mortality could be due to high populations density

What do we need to do:

1.  Have a to go bag where you have food  emergency tools and paraphernalia;  flashlight, water tablets, first aid kit, etc.  and important docs ready to take any time

2.  Participate in earthquake drills

3. Take note of the telephone number of local disaster office, and the evacuation center.

4.  Above all do not panic

5.  Pray

We are entering a new phase in diplomacy with Chinese, they employing the Dewey tactics in the 1800 the gunboat diplomacy. Right after the APEC summit where China was rumored to have the issue of intl arbitration ruling deleted, 3 China warships visited Sasa Port in Sasa.   I hope our leaders see through that move.  While seen as friendly, it is a reminder that China can send their warships and inflict heavy damage to the residence of the President.   It was friendly show of force.  and the timing could have been much better.

And with the ships was the Chinese ambassador to the Philippines declared that Filipinos at Pag asa island and the structures there are illegal.  What?  How come.   The residents there have been there (di ba common sense at common law yon?)  Bayan ba tayo ng squatters.  Pati tayo squatter sa ating sariling bansa.  Kailan kaya demolition, eviction notice

Nakakagalit.   But what can we do.  Do we have warships that can call on Beijing?

But China cant do anything about US 7th fleet patrol at South Philippine sea.  Can they beat Trump resolve to show the world who is the boss?

US North Korea on the brink of war?











The world did not end in 2012 as movies or Mayan calendar predicted.  However, it could come true soon unless US and North Korea end the crisis.  Pres. Duterte and the Pope suggested restraint and cool heads.  Trump is a hot head, the DPRK young as he is is defiant and would go on with the missile  test.  Although the last one was a dud, it was the third conducted so far.    The US seventh fleet is steaming towards the Korean Peninsula.

What would happen next?
