Enduring peace and progress in
Mindanao is finally at hand: During ceremonies starting at 4:00 p.m.
today, March 27, 2014, the Comprehensive Agreement on the Bangsamoro
(CAB) will be signed.
The CAB incorporates
agreements between the Philippine Government and the Moro Islamic
Liberation Front signed in the past two years: the Framework Agreement
on the Bangsamoro (signed December 2012), the Addendum on Bangsamoro
Waters (signed in January 2013), and four annexes to FAB—the Annex on
Transitional Arrangements and Modalities (signed in February 2013), the
Annex on Revenue Generation and Wealth-Sharing (signed in August 2013),
the Annex on Power-Sharing (signed in December 2013), and the Annex on
Normalization (signed in January 2014).
The CAB will be basis for the crafting of the Bangsamoro Basic Law Bill.
The five-page, 12-point
document to be signed today, by Mohager Iqbal for the MILF and Miriam
Coronel-Ferrer for the government, will reiterate the principles of the
negotiation, the commitment to all signed documents, thanks to all those
who took part in the process, and provide the guiding principles such
as mutual respect for the right to one’s identity, a call to continue
with consultation and dialogue in order to establish a Bangsamoro
government that will protect individual and collective rights, to ensure
the integrity of the whole process, and others. Malaysian Facilitator,
the Honorable Tengku Ghafar will also sign today as witness.
The signing will be done in
the presence of Secretary Teresita Quintos-Deles, Al Haj Murad Ebrahim,
President Benigno S. Aquino III, and Dato Sri Mohd Najib Bin Tun Hj
Abdul Razak at MalacaƱan Palace.
