It could be a common knowledge that the mayor and LGU SB demand through an intermediary to ask for SOPs for the boys when you seek permits: Mayors Permit etc Development permit. And for small projects, they can amount to millions. Now the LGUs may be afraid. They wont dare, or face the same fate as the same mayor arrested
