Jobs or Education?

A town boasts itself as the center of education.  Truly, several technological and public schools are in their town and churns out thousands of graduates a year.  Most of them work elsewhere:    in Manila or end as OFW.

However, a factory recently wanted to locate in their town;    however the town execs were allegedly extorting millions from the factory owners.  They located in a neighboring town where the local executives were more understanding that their town needed jobs; and who value their names.
