What are needed for relief and rescue operations? What must the disaster units invest in?

As we discuss the Supertyphoon Yolanda aftermath with our business partners who just arrived from abroad, several equipment need to be acquired by our disaster, relief and rescue operations.  We should be beyond transport, health, extraction, rescue  equipment: (that is what you call solution after next) We move towards rehabilation:

1.  At the disaster level, we need:  Instant Network (Huawei has this available technology VFIN)  Communication must be restored immediately.

2.  Power generators (maybe we go solar for cheap and fuel less power source;  fuel becomes scarce during disaster)

3.  Water filtration plant.  I have been told that there are portable emergency water treatment plants:  from brackish to clean (about $80,000) or salt to fresh ($100,000)Their units run on solar power.
