Demilitarization of PNP - is it?

The mention in a recent event of PNP of civilians vs the organic force means that PNP has not been demilitarized (civilianized) although its personnel are under Civil Service Commission matrix.  The fact is there is a Civilian Relations unit.

Therefore, the PNP would be expected to treat military tactics in dealing with its operations and handling crimes, and other activities, and look down upon "civilians" whom they are supposed to serve and protect.

The mentality, the mindset has to be changed.

But many officers of PNP are PMAyers who are all drilled in the military ways.  PNP would be free of PMAyers by 2048 when all its officers are of the retirement age.   The PNPA it is suggested, should be also demilitarized.
