From CNN Senate probe into P6.4 billion worth of shabu that passed through BOC
Several senators have expressed frustration and suspicion of outright lying, negligence incompetence and corruption at BOC in collusion with the Chinese businessmen.. The said Chinese had made fools out of the solons, BOC officials and general public. Here is a crime committed, the drugs are here, there was importation, and yet there is no suspect yet. The shabu traders taking advantage of the weakness of the customs procedure and systems were able to bring in drugs right under the very noses of the BOC officials (with their complicity). Up to now, the drug lords and unidentified. PDEA has filed a case vs a caretaker Valenzuela RTC. Here are the weaknesses:
1. Allowing consignees to import. A certain Aileen Tatad of EMT traidingwas a consignee, paid P1,500 per shipment, How come this allowed? The consignee does not even know what the shipments are. Very clearly, BOC allows dummies so that at the end of the day, no one can be held liable. Turu turuan lang;
2. The consignee points out to the broker as the one responsible and knows the details of the shipment
3. EMT trading a new importer was able to bring in 600 shipments in a matter of 3 months;

The BOC officials keep on saying that the computer overlooks certain parameters, as if computers think on their own (as noted by Sen Sonny Angara). Every body knows that the parameters are fed by the encoders or whoever manages the computer
5. Taguba,, the broker, did not deliver the goods to the consignee whose office is in Binondo but to the Valenzuela warehouse
He also reveals that he pays P27,000 per shipment at BOC as Payola
6. When customs raided the warehouse, the head of intelligence only had a Letter of Authority, not a search warrant, and the evidence found may be considered illegal and may not stand in court
6. Up to now 2 months after the raid, no one has been charged.
Also Mr. Richard Tan, who says that the operations was all ready stopped, was alleged to continue operations even after they were alleged to have been closed by City of Valenzuela (The Chinese nationals who are there seemed to be having a lot of fun (sa pagbilog ng mga ulo natin. They and BOC officials had a fine day)
Sen Escudero, notes NBI PDEA BOC have not not charged anyone for 600 kgs of shabu, but only several sachets of shabu would merit a gun fight or death. Why are those govt agencies too timid to file charges? Why not file case vs the warehouse owner? Are they getting paid not to file a case, to look theother wahy around
Several reforms are in order:
1. The use of consignees
2. The 4 lanes and their parameters
3 The payment of P27,000. per shipment. Sen Escudero computed that raising the tax per container up by P27,000 could easily raise P98 billion in revenues. And save many people from additional taxes on fuel, or sugar.
