I am no lawyer for Pres. Duterte. But it is expected for a leader like him to defend his men. And it is expected that he would be competitive and fight all aspersions to put him down and his men. He does not want to be a lameduck President

The evidence presented by CoA are not enough to stop the inquiry - that there was no wrongdoing. - overpricing or ghost delivery. (It was my experience that PPE at that time was ridiculously high)
