The LTO head relented to the complaints of many on P40,000 penalties for non transfer of sale of 2nd hand vehicle. There were numerous objections and protests online. We do not know when LTO will finally implement.
But LTO should streamline the transfer of sale of 2nd hand motor vehicle. It is so difficult to transfer DOS of 2nd hand vehicle. It is so ardous and red tape ridden. Why dont you try?
