Noting the comments of Cong Dante Marcoleta on Quadcom:
1. The legislation to be made should have come ahead instead of the investigation and then the legislation comes.
2. The legislature should have called upon investigating bodies to account for the investigation rather than doing the investigation themselves;
3. Allowing a separate Senate committee hearing may not result in similar outcome and throws the two houses in bad light, and cast reasonable doubt and confusion on Quadcomm hearing.
4. Some declaration affidavits may be hearsay;
