It could be donor's fatigue. I tried to initiate a donation drive for Bicol flood victims. But it was met with lackluster response. The reason being: 1. The govt has huge budget for ayuda : DSWD and LGU 2. LGUs and others profit from the donations. 3. Those that benefitted from the flood control projects must donate. Billions of profits
