The new PNP chief Azurin has mellowed the PNP approach on fighting illegal drugs.  No more war on drugs as is was under Duterte.  One wonders if this is in accordance with PBBM guiidance and  his pronouncement that he will continue war vs drugs by PDU30.  Has this anything to do with threat of
investigation by ICC

Letter of Atty Tony Lavina to PNP chief Lavina

This post noted the letter of former ASG Dean Tony Lavina to PNP chief Archie Gamboa regarding total disregard for human rights.  We are sure that PNP chief Archie Gamboa has legal officer in his staff who can defend his statement.   Here is a notation by this post...

It is to be emphasized that we live in extraordinary times, needing extra ordinary measures.   As such a law was passed RA 11469,  Bayanihan to Heal as One, which emphasized penalties:   imprisonment and fines (Section 7) for certain Acts Section 6 a to r for acts contrary to the said law.  Short of a martial law declaration the said Act granted the President and his cohorts emergency power.

The act was passed and as enumerated as one of the objectives to mitigate if not contain the transmission of CoVid 9.

The said law also contains Section 7 - Construction or Interpretation

NOTHING HEREIN CONSTRUED AS AN IMPAIRMENT RESTRICTION OR PROHIBITION OR MODIFICATION OF THE CONSTITUTION.  IN CASE IN THE EXERCISE OF THESE POWERS HEREIN GRANTED CONFLICTS WITH OTHER LAWS,  ORDERS OR REGULATIONS, THE PROVISION OF THIS ACT SHALL PREVAIL.  (Walang violation of human rights in the pursuit of eradicating the pandemic?  Right po ba)

If the citizen is not sick flaunts the law and does not obey, can arrest be made?   Like violating the curfew or stay at home order.  (part of quarantine)  The citizen is now a law breaker for not obeying an order in a health emergency.   And can not be considered a patient...?

Most of the countrymen have not obeyed the quarantine orders - to stay at home social distancing and defeats the purpose of quarantine.   And hereby puts at risk the efforts to prevent transmission.  Because every body is invoking his rights under the constitution   And even got attention in their videos.    We have rights in ordinary times;  perhaps that it is to be surrendered in this emergency where we are at war with an enemy.

Let us not weaken our resolve in this war with this Legal Niceties sir.   After the emergency na lang sana.   As of now we are not out of danger.  We have passed Malaysia in ASEAN as topnotcher in number of cases.   Let us be united to be as one not to be Number 1 this time - and save the  nation.  Remember this is a pandemic sirs.

Kaso milyones na ata ang Presidente sa Pilipinas.  Panay Filosofo (kagaya nito) Mas masaya kung panay reklatmo at puna....

Why should PNP Chief De la Rosa resign because a Korean was slain by a cop inside Camp Crame

From CNN Philippines - PNP chief De La Rosa will not resign despite calls of Speaker Pantaleon Alvarez for him to do so because of alleged slaying of a Korean national inside Camp Crame by a renegade.

That should be the right thing for de la Rosa to say and may be the call of Alvarez is uncalled for despite lack of report as to whether the allegation has been confirmed.  That is putting command responsibility interpretation to its limit.  Alvarez cant be asked to resign over crimes or malfeasance of congressman.  They are just too many to be checked one by one.   There are over a 100,000 cops at PNP.  De la Rosa can be held accountable only for his direct reports.

Bakit ganun ang speaker;  walang masabi or just getting mileage or simply acts of inner circle of President's men.  Remember the SS of Hitler?

Veiled text threat vs TV anchor Anthony Taberna is alarming

We noted with great concern, and it is not funny that an anonymous text was sent to TV Anchor of ABS CBN  for criticizing a police officer superior at his program.   Such is an attack on press freedom, and merely reenforces a crooked culture among police officer.  They are here not to serve and protect but to threaten and intimidate

But the fact remains that there is no check to the officer in question because the country's top honcho supports him rightly or wrongly.



"Mga pulis maawa na kayo kay Kuya Tonying.  Ang payatot na nga eh."

This is not true not only in Phil.  So as the saying goes, power corrupts and it corrupts absolutely.  Power in the hands of minions is as intoxicating as the power in the hands of the chiefs.   So we see police brutality in US and elsewhere in the world.

The Napolcom and PLEB i guess are of no are useless.

"With great power, comes great responsibility "  spiderman.

It is highly expected that the top govt officials will have strong sense of right and wrong.  (Even Chinese philosopher suggests this businessman -  right and wrong must be clearly established)

However, observations in the pronouncement and hearing did not or does seem to indicate that the current chief being investigated is aware that what he did is legally wrong and Rappler  thinks the good general may have violated 4 laws:
