Motorcycles on the road on installment without insurance?

Rizal | January 18, 2013.  I just got home and there was  traffic jam at from the floodway near Richmond.  The reason, there was a collision between a Urvan and a motorcycle.  It was a head on collision and the impact threw the Urvan into the opposite lane.

It was on the same spot where a fellow biker met an accident involving  a jeep and a motorbike.  The bike of our friend was a total wreck (worth Pl50,000) and his hospital bill (his leg was broken in three places, his shoulder was dislocated) was running into several hundreds of thousands of pesos.  He could not get any compensation from both the motorcycle and the jeepney.  Neither had comprehensive insurance.

Why are public utility vehicles allowed to run without comprehensive insurance?

How about motorbikes sold on installment?  Would not the seller be at risk without comprehensive insurance if the motorbikes were impounded if involved in accident or wrecked?

Were these exceptions or as matter of course?

If there were insurance (honest ot goodness ones), this would have been a very simple claim processing.

As of now, our friend had to sue:  pay for the attorney's acceptance and appearance fee and this wll take ages......
