Shootout included cops and officers dead - why?

PNP is probing the deadly shootout that left 10 and 3 officers of PNP and PAF dead.
It was alleged that the shoot out was a jueteng turf war. ONe of those dead was Police Superitendent Alfredo Consumino, a PNPA Class 86 graduate.  He had no deragatory record.  He is currently the deputy director of support group of Mimaropa Regional Headquarters.  One of the slain cops,  POI Jeffrey Valdez is his aide.

The incident took place between the boundary of Atimonan and Plaridel. There were  200 bullet holes on the vehicles, with 186 coming from  M 16 rifles;  this reflects the intensity of gunfire/firefight. Cash amounting to P265,000 was found at the crime scene (and not as millions earlier reported)

The cops manning the checkpoint have been grounded, so with the Atimonan police chief and Quezon provincial commander. The action was a result of the findings that the correct police procedures were not followed The check point head was Superintendent Hansel Marantan, Deputy Intelligence chief of , who is with the intelligence group of Calabarzon regional police, not in uniform at the checkpoint.  He was injured.  There were 7 policemen assisted by 20 soldiers


Reports said that the encounter was that the info was that the group accosted was a guns for hire group;   however, all but one of l4 guns at the crime scene were licensed.

5.  What is the Mimaropa officer doing there?  ( covers Mindoro, Masbate, Romblon and Palawan) SPO1 Gruet Montuan one of those among killed, was supposed to be at Naujan at the time of the encounter
