Is charging very hIgh interest on money lent (usury) prohibited by the scriptures?

Today we commemorate the  death anniversary of Mother Teresa of Calcutta who was canonized by Vatican to be a Saint.  She espoused love of the poor, the sick and the unwanted in the street of India.

But there are those who prey on the poor, charging exorbitant rates on the poor -  10 to 20 % a month. Is this wrong according to the scriptures?  Yes according to Deuteronomy 20:  10 -20   "Thou shall not lend upon usury to thy brother...."  It is against Gods law to do this to the poor and needy.

A Preacher mentioned that at times he had to borrow from the Bombay at 10% a month to carry out his ministry.  Nabayaran naman

But not for business, because even in the teaching of Lord Jesus Christ, he used in the parable of the talents Matthew 25: 16 to 27 that it is all right to own earthly possessions for investment and charge interest for business use.
