Isnaberong taxi, nangongontrata practice continues despite huge penalties? Lack of monitoring?

It is more fun criticizing

Today is the death anniversary of Mother Teresa.  Yesterday, she was canonized as a Saint.

We are saddened that despite the missive of Mother Teresa to love another, our taxi drivers do not.  In an experiment by UNTV staffer, 10 out of 10 drivers refused to ferry the anchor of UNTV (in disguise) from Commonwealth to Pamplona Las Pinas for various reasons:  malayo, + 100, matrapik, etc.

This is happening despite the huge penalties of

P5,000 for first offense

P10,000 for second offense

Cancellation of franchise for third offense

Questions:

1.  Are the taxi drivers so callous, or ignorant to defy these orders?  Do they don't know the meaning of public service?
Were they not trained on public service?

2.  Are the taxi owners, operators and LTFRB negligent in monitoring their taxi operations.  (There was one jeepney operator  whose swerving and counterflowing jeepney was was featured in  a video that went viral. The operator in a stupid lame excuse said she does nor remember the name of the driver dahil pa extra extra lang -  what you will not bother to know the name of the driver who drives a quarter of a million vehicle?)

                            Helpless, clawless, spineless?
