The probable causes are:

1.  Ground sinking due to excessive ground water usage;

2.  Storm surges

3.   High tides

4.  Flooding from the Pampanga river

These towns figure out in regular flooding due to high tide.  Raising the road which eventually led to inundation of houses and their yards did not work.  Some installed barriers -  water got through anyway.   Why not:    

1.  Declare the towns uninhabitable  (just like what they did to Jakarta) They are transferring to Nasutra in Borneo.

2.  Put up immense dike structures as in Holland.  But that will cost the country huge Bs in budget (which as has been stolen)

It was nightware for many motorists who were stranded for several hours.  And declared not passable at Valenzuela.  Traffic was for several kilometers

The pumping stations could not cope up with volume of water.

Amidst the wide spread flooding, people are asking about the vaunted half trillion flood control projects.  Were they "overwhelmed ?"  Or swept by floods.   Let us be honest.

Massive budger appropiated for Bicol Flood control.  How come flooding was still massive.  Sen Villanueva asks DPWH to account for the appropriations

The Bicol representation has denied such huge budget and said the Bicol region receives some of the lowest budget for flood control     Let us see.

They must show the projects and try  harder the days to come.

Brought by Typhoon Carina, no landfall and yet brought plenty of rains.  Flooding due also to clogged drains, due to garbage, and flood control programs not working? 

Manila too is below sea level.   Used to be a marsh/wet land

Caused by typhoon Carina which has intensified and OTW to Taiwan.

NDRRMC has repeatedly warned residents of flooding and landslide in affected areas.   Typhoon holiday was declared:   schools and stock trading were suspended.

There is a lot of rains because we have 2 typhoons that visited us:   Butchoy and Carina.  Hence rains are non stop.

Is it Karma, is it God punishing the Filipinos?  That was the narrative/comments thread regarding flooding in China. 

We should be thankful for this rains because we will have water filling up dams and reservoirs,   This is good news for the water of concessionaires because there is plenty of water to sell.

Why was Baytown up to Velasquez road closed to traffic late yesterday? Due to flooding?

A feature of MS (Bing) notified this gadget not to pass Baytown up to Velasquez (Villa Road) late

yesterday afternoon.  After a few hours of rains due to typhoons Butchoy or Carina.  

The said road has been added several layers of concrete (about 3 layers?) and yet flood continues.  The residents of Baytown complain of year round inundation..

This post can cite several items for analysis and discussion:

1.  The area being discussed is part of the lake - famous elevation 12.5 mlle which LLDA sets as demarcation for non development.  And yet a road was built, and reclamation extending up to several hundred meters were undertaken;

2.  Despite the posted prohibition, the reclamation continued;

3.  Elevation 12.5 is at the end of Richmond, thus Baytown is beyond the said elevation.   Thus when it rains the lake takes back what its hers, hence the flooding.  

This post presupposes that the flooding the problem at Baytown will persist when it rains.  Only when it rains.  (Or even when it does not rain because water seeks its own level)

TV news last night were filled of videos of areas being hit by floods:   QC Del Monte River Banks, Marikina River banks, Calasiao and Sta Barbara in Pangasinan,  San Fernando Pampanga, and areas along Tullahan river (due to La Mesa Dam water nearing critical level  -  this would flood Valenzuela, Navotas, Malabon, and Caloocan City)  Some comments are worth making:

The water level at Marikina river has reached and will breach the critical level

1.  While the flooding is from nature, the other part comes from:    inadequate flood control (despite billions having spent for them)

2.  Those who live near the river banks must be permanently evacuated.  They live in river banks and the danger will always be there when the rivers swell  (true for Marikina and del Monte and elsewhere)

3.  The rivers must be dredged and accretion titles revoked.  This post noted that in Pasig and Marikina, the LGU developed the accredtion (the silt that were deposited on the river banks) thus narrowing the rivers and lessening the carrying capacity of the Pasig River

Man.s greed is to be blamed for this flooding.  This is true for flooding in Cainta and  Marikina and Pasig.   We all know the cause and yet we do not act.  In Pasig near the Soldiers village, scavengers occupied the area near the creek.  We posted that picture several years ago.  No one has dared take action on this.  You cant see the bridge structure anymore

Who caused the river to be a creek? Who authorized this?

           The river is now hardly a creek say 5 to 7 meters wide

What is remember is that a textile mill near this waterway used to be known as Riverside Mills.  However, when I took the picture of this "river, it could be hardly called a river nor a creek. The what used to be a 20 meter water way is just a fraction of what of its old self.  A structure occupies more than 50% of its width.  Judging from the bridge length, the waterway used to be river.

Who authorized this structure to be built?

We see lakes and decreasing in area, as more land is created from the soil washed from the upland.  Riverbanks too become wider and upland owners gain ownership (they can have the added land titled.  In the process, the waterway gets narrower, and common sense dictates that less volume of water can pass through hence this is flooding.

In my town, In Cainta, Pasig, in Marikina, I know for a fact, that accretions in rivers has been a cause of flooding.   Laguna lakes area has likewise been decreased because of accretion and reclamation projects.  The volume of the lake is considereably reduced.

The so called landslides delaying land travel

Yesterday, I went to La Union.  The 4 hour trip took 12 hours to complete Why, there was news of landslide at Caba, La Union.  The drivers of Partas were smart enough to spend time at the bus stations so that the passengers can have access to food and refreshments.

Another l hour traffic jam at Aringay. It appeared the so called landslide was from floodwater rushing to the road bringing soil and mud to the high way. It looks to me that this preventable.  By constructing robust waterways and diversion canals, this could be prevented in the future.

Maybe DPWH could allocate funds for this wateways?   After the end of swearing and the floowaters have dried out, this problem would be forgotten and it would be same problem again.

Many of the floodings are caused by ever narrowing rivers due to accretion.   Residents squat on river banks or have the accretions of banks titled.  It is the same story.  Water which used to flow freely towards the  lake or ocean suddenly are blocked, water is dammed and the residents are damned.

Who do we blame, God, Pinoy, the Japanese, the priest, who else but the hard headed self serving residents.  And when they die....

They were asked to vacate and leave their residence.  How we wish God gave them ears?  They were born without ears??? Diyaskeng mga tao ito.
