Conversation on mitigation of floodwaters from #KristinePh typhoon

This post read a conversation on flood control infrastructures /mitigation measures. One netizen said that no amount of infrasturctures would have contained the rainwater which was rather high, brought about by typhoon Kristine. To which another citizen said it is non snese since Japan and Holland were able to do this. (Even Turkey) To Dutch, their inability to contain flood would have cost their survival.
The Japanese has a system that can drain an Olympic sized swimming pool in one second.
No lame excuses, no limit to what we can do regarding flood control, since life of our countrymen depend on this. And we have to live in the future with heavy reains The fact is large amounts, amounting to trillions all ready for the last 10 years (and even mentioned by PBBM to be total of 5,500 all ready!)
Where did the money go? Where/what are the infrastructures built? What happened to the Bicol River Basin Project?
Relief operations, wailing for the dead will not do us good. We have to proactive approach towards this flood. Many scientists and engineers would have done their study, and politicians and crooks are blocking the way

Floods, floods everywhere -->>blame game, finger pointing follows

There was too much flood since Monday brought about by now Typhoon Enteng. Rizal was heavily hit. Most towns except Binangonan and Angono were heavily flooded. But Pililla (at the church and embarcadero Hulo) Namay Morong, Pinugay Baras, Cardona, Antipolo, Cainta (Imelda Highway was iimpassable), San Mateo, Taytay, Marilaque, Sampaloc (Tanay) Rodriguez were flooded. We could not imagine flooding at high places like Antipolo, Tanay, Pinugay. and Tanay.
Other areas in Cavite, Paranaque and Las Pinas, Navotas, Bulacan were observed. NLEX was virtually a river.
Several theories were all ready advanced by netizens as causes:
1. Over development at the mountains. So the LGUs and regulatory bodies were blamed. As in Antipolo and Pililla (3 subdivision projects are ongoing at Bugarin).
We are quickk to blame the govt... But the citizens bear responsibility too.
Others observed by this post:
2. Reclamation at Laguna Lake and Manila Bay. Surely, the volume of the Bay and the Lake decreased with the reclamation. Bulakenos especially from Balagtas blame the new International Airport being developed at their town as the cause of the severe flooding
3. Improper solid waste disposal clogging the flood control system.
We should have proper solid waste disposal. We should follow initiative on recycling, banning plastic containers etc.
4. Lack of masterplan, and comprehensive total flood control projects
The secretary of DPWH said so.
5. Narrower clogged waterways
1. Since Ondoy, call outs were made to dredge Manggahan floodway. It has become cesspool for
illegal settelrs. The floodway has ceased functioning 100% since before Ondoy and thus unable
to rapidly drain Marikina river
2. The riverbank project lessened the water carrying capacity of riviers. They have become
narrower
3. Occupation of accretion. The sediments deposited by river were titled and occupied by
private land owners. The original areas of the river should have been preserved.
And now we are blaming the govt? Some developers in the Marikina watershed were seen
to be narrowing creeks; in gated subdivsiions, there is no flooding because they tripled the
volume of creeks: widened and made them deeper.
4. Killing creeks and other waterways. We observe this with other developers and landowners.

6. Climate change
Everywhere, from Europe, China, and South America we see cases of intense rain and flooding. We
are subject to this phenomenon. Its not only China that suffers from intense rain and flooding. We
too. Unbelievable amount of rainfall are brought by typhoons. Due to elevated temparature of the
ocean brought about by global warming, and too much carbon.
We contribute to global warming. We can help lessen this:
1. Conserving electricity;
2. Less global traavel by jet or ship;
3. Riding the tricycle and smoke belching jeep;
4. Plant trees
6. Perhaps this is part of the end times.
Let us help those who were affected by floods.
Let us mind this flood mitigating measures when the weather is fine, and not after disaster strike

It was unusual that almost all the towns of Rizal were flooded: Morong, Baras, Tanay, Teresa, Pililla, Cainta, Antipolo, Rodriguez and San Mateo. These are all familiar places
All due to rains brought by Typhoon Enteng.

PBBM orders review of flood control projects as they may no longer be appropriate

President Ferdinand Marcos Jr recently, after the floods last week, ordered the review of flood control projects as they many no longer be appropriate.
With due respect to the President, may this post humbly point out why there are floods:
1. There was too much garbage clogging the waterways, and were clogged --->> we must implore our people to dispose waste properly, enforce no littering, proper solid waste disposal
2. The Manggahan floodway is heavily silted, the Laguna lake is silted. --->> dredging projects needed
3. There are too many settlers in low lying areas and river banks --->> relocate them. Building officials must enforce danger zones construction ban.
4. Denuded forest around Marikina watershed - ---> tree planting projects by schools and military
5. River bank projects and accretion Eg. Pasig river was like a sea before 200- 300 meters wide before. What remains of Pasig river. LGUs love river bank projects which narrows the water ways. ---> reclaim rivers from LGU and private indidvisuals
There were subdivision developers that backfilled creeks and or made creeks narroweer vs Ortigas or Ayala which widens creeks and dig them deeper.
6. Too many reclamation projects were permitted at Manila Bay and Laguna Lake - stop and or cancel titles granted to those who undertook the reclamation projects.
7. There was a deluge. Too much rainfall. Even countries in Europe, South America, China had floods because simply there was too much rain
The problems are clear and equally the solutions should be too.
New projects, new.......hahaha....

Floods in Quezon City that were deep

Deep floodwaters in Quezon City Ignacia Ave, Araneta especially at Corner of Maria Clara were deep. Quezon City is supposed in elevated area. How come there is flooding.
(This post used to live in Maria Clara, we sold the house a long time ago)
Brought by typhoon Carina which is expected to intensify.
Elevated subdivision that are flood free will be in demand. What can be done to mitigate flooding?

We get alarmed by this unusually high flood water level. And yet we continue unabatedly, reclamation projects or residents along the river banks getting titles to accretion (deposition of sediments along river banks, sometimes illegally. And this has been tolerated
Rivers are in need of dredging because channels have become narrow because of siltation from erosion, lack of trees to stop water flow, development. LGUs also construct along river banks further narrowing river channels.
We should not interfere with the rivers. Sometimes we backfill creeks and construct on the backfill. When floods come, nature reclaims the creek.

Sometimes we wonder how a small country like the Philippines can withstand the might and power of Xi Jin Ping and his 2nd biggest economy China who can not be stopped by the UN ICJ from trampling the rights and sovereignty of the Philippines. And we are even stupid enough to provide the materials to build their facilities.
But now it is true that vengeance belongs to the Lord. Two things are happening:
1. The southwest monsoon is dumping giant waves with the destructive forces that but obliterates/ or cover their man made facilities.
2. Pity the poor Chinese residents who drown and inundated by rains that seem harmless to the Philippines but delivers torrents of rain that cause flooding in their country
They may claim these territories, but Nature hides it from them. They want the sea, the weather system dumps the sea to their country. God is just and all Mighty
