1.  Two rivers:  Naga and Bicol
2.  Draining of water from Mt Isarog and other mountains
3.  The Bicol River Basin silting.  

Flooding by 2025 will be worse,  Up to 61% of Naga City is flood prone

Severe flooding at Naga City region due to typhoon Kristine; Bicol River Basin Project unable to mitigate flooding?

Naga City Cam Sur now flooded due to Typhoon Kristine

There was a FB post regarding severe flooding at Naga City and cites the fact that Naga City is below water sea level and that run offs from higher lying areas would continue to inundate Naga City. as from Rinconada.    WB - Bicol River Basin Project  No less than WB and ADB were involved in these projects

  Was the River Basin project ever completed?   Why did DPWH terminate it? DPWH abolishes Bicol River Basin Project

Calamities as flooding is the audit of all audits, and maybe some of the project components were not really implemented.  Hence the floods

Swollen Marikina river; caused by claiming accretion along river banks, reclamation ? When shall we learn flood control?

We get alarmed by this unusually high flood water level.  And yet we continue unabatedly, reclamation projects or residents along the river banks getting titles to accretion (deposition of sediments along river banks, sometimes illegally.  And this has been tolerated

Rivers are in need of  dredging because channels have become narrow because of siltation from erosion, lack of trees to stop water flow, development.   LGUs also construct along river banks further narrowing river channels.   

We should not interfere with the rivers.   Sometimes we backfill creeks and construct on the backfill.  When floods come, nature reclaims the creek.

   This portion of Marikina river near Sandoval bridge has about 20 meters of accretion at this side;  it ripe for being a tumana, or titling.  The river at this portion may be 30 to 40 meters wide only.   No wonder there is plenty of flooding.  The Marikina river used to be 100 meters wide or even more.  It was like a sea before.

Most probably you wont.  Let the narrow rivers and creeks take care of themselves.

Who caused the river to be a creek? Who authorized this?

           The river is now hardly a creek say 5 to 7 meters wide

What is remember is that a textile mill near this waterway used to be known as Riverside Mills.  However, when I took the picture of this "river, it could be hardly called a river nor a creek. The what used to be a 20 meter water way is just a fraction of what of its old self.  A structure occupies more than 50% of its width.  Judging from the bridge length, the waterway used to be river.

Who authorized this structure to be built?
