Is translating a passage without attribution not plagiarism

Social and political criticisms

The recent slip up again of a solon on a translation of the speech by Robert Kennedy without attribution had made his ghost writer a shoddy being;  and as somebody who has not learned.  An inveterate plagiarist.

Even if plagiarism was not a crime, why are we aghast, up in arms vs this.?

Is his ghost writer also of Wanbol U?  Or is he Ritchie the Horshey?

Was it really a text?

This twitpic started it all.
