Why did he resign?  Maybe its out of delicadeza or shame.  Thats the least he could do, short of committing the Japanese harakiri to protect his honor.

But a sinless man would run to rather than run away from the problem.  May be it is too huge problem for his office to solve and has ruined his beloved Departmetn for so long, and he has allowed the corruption to fester.           

How about Sec. Mark Villar?  He had no prior knowledge about this?  What did he do to stop these corruption?

15 contractors cornered P100 billion of flood control projects?

There are surveys and conversation going around:   if you want to be super rich, a millionaire or billionaire, what would your career be?  It is no longer  being a superb businessmen with lots of self improvement and sacrifice.  A group says be a contractor;   another said  DP.. contractor, and others said be a ....man.  What silly and bad answers.  A loss of sense of morality and right.

1.  Surely there was a lack of oversight.  The auditors and the Secy of the Dept was sleeping (or worse in cahoots)

2.  That this went on for sometime means, it has blessing of higher ups (and therefore participates in the sharing.  Napoles we think was taught if not just encouraged to carry out the PDAF loophole to to her thing.

3.  That the head pretends not to know this, feigning surprise is surprising.   

4.  The conversation gives bad example to the young:   that it is ok to steal big time in the country, that the big time plunderers, pillagers will not get caught;  That thieves were suits and barong Tagalog.

They say, that in leadership, the HEADS LEAD THE TAILS.  What kind of heads do we have.  Shall we cut the head to stop these crooks

Thank you for the people who are exposing this and demanding accountability.  The guilty ones should be censured and legally made accountable

PHL President presents 15 top contractors of DPWH

True to his SONA speech when he chastened  contractors for the flood control projects, the President presented the top 15 contractos of the govt.  One of them stood out as owneds by a congressmen from Region VI.   This is clearly a conflict of interest and hypocritical for investigating minions for alleged graft but they themselves are committing violations of morality and good governance.

It is good that the Pres is taking steps, probably stopping some other corrupt officials who are also contractors to stop their evil ways.   I have met at least two DPWH contractors and seen them in meetings loaded with 8 figures worth of jewelry:    karatted earrings and necklaces, gold watch.

With reported 50% sop for those who are responsible for the paperworks of project, this is large scale theft, plunder of Phil Treasury and must stop.   Its unfair for taxpayers, who pay the taxes and trillions worth of debt that the govt is incurring

P80 million for road rehab project (flood control)

This post conversed with a construction worker of a road rehab project being undertaken in our street.  There were about 5 streets whose drainage were installed, two our included , included road paving project.    He said that DPWH engineers would conduct an inspection

How much were the project:   P80 million.  It is the impression of this post that P40 million would be on the high side.   Hmmmm.  

Perhaps, construction project are darling of congressmen, senators, and other official.  Like dredging project, it is difficult to monitor and arrive at right costing.    These guys need to live and live luxuriously.

Most corrupt budget in history? -- Fmr DOF Usec Magno

Former Department of Finance Usec Magno called out in a post that the 2025 budget which the Bicam approved (railroaded ?  not having been thoroughly reveiwed by some Senators) to be the most corrupt.   This post guess that:   1.  The dagdag to Ayuda,  and DPWH   2.  Reduction in education and health (embodied in the constitution to be the priority)

Increased DPWH budget and AKAP are ripe for corruption and AKAP will be the kitty for 2025 for election by Senators (P200 million each) and  Congressmen (P80 million each)  Thats a lot of pork.  Whoever thought of this and those who framed this budget must not be reelected and/or the ones impeached.   A wholesale plunder!.   As the good former Usec has called out

Thought time for a change.  A better life.   The family known for the corrupt practices then, the brother and sister have been true to their DNA.

FPPRD names alleged corrupt officials

FPRRD years back named several "alleged" corrupt congressman and DE of DPWH.  Several DE were relieved by FPRRD.  

Would PBBM administrationn have PAOCC investigate such Congress DPWH corruption.  Is it OK to let graft and corruption go unchecked?  It is the norm  (billions being lost to corruption)   We are financing most of our deficity through borrowing   Our govt indebtednesss now stands at PHP 16 trillion

There is nothing new about the modus of our congressmen and DE.  Most  have become billionaires

Now it becomes clear that some of the Congressmen/women are exacting revenge.

I have often heard from my wife and children that DU30 and cohorts ay naisahan tayo, promising a better Philippines but it is turning it is not.  One of his promises is that there will be no corruption. But what do we see in the policemen whom he is siding now?  Corruption.

What do we see sa BI na kabrod sa na lawyers sa frat?   Di daw corrupt.  My plot daw to catch the bribers? Bakit di alam ng superiors at bakit nablackmail ng militar?

I hope we can still give the Pres the support he needs.  But the system we have the admin code, etc, the CSC code supports tenure and protection and the due process coddles corrupt people.  Dapat parang sa droga din yan.  Tokhang. Double barrel din.

I heard from a friend, classmate contractor of DPWH.  it is even worse that before at PNoys time.  He can not get a project.  CIA talaga (cash in advance)  Eh walang nang gustong magpa utang sa kanya.  Madami ng sabit.

Di na magtatapos ang corruption.  All words.  All DU... No Do

I saw a former classmate having coffee with his young thing whom he claims as a business partner in one of the malls.  You see his business is making paintings on the street.  He has 5 of this stuff and does contract with DPWH and provincial governments.  He must be having great business.

My conversation with other contractors doing business with govt, indicates that the 20/40%  commission to those who award, inspect, certify and audit the construction project has not been altered.
 Business as usual.  Even with Tamang daan.

Thanks for the Newly Paved Roads at the Subdivision

Yesterday, we were amazed that all of a sudden, a road connecting to the main thoroughfare was asphaltedThere was the automated asphalt paver, two compactors (vibratory) and plenty of workers.  The stretch was about two hundred meters and was about 2 inches thick paving.  It was over in less than a day.  Thanks to DPWH, provincial and municipal engineers who made this possible (and other public officials)

It took over a decade to have this repair;  it took over nearly a quarter of century before the local government took responsibility for the subdivision road  because of certain legal niceties:   the corporation owning the subdivision road was defunct and hence could not make the deed of donation; and 2 the titles to the road was foreclosed by a govt bank.  But we argued that since the property is now with the government, having been foreclosed, there is no need for the TCT nor the deed of donation.  Maybe now they saw the light and made the repairs.

However, the nice roads nice appearance will be shortlived, I predict because of the following reasons:  1.cargo trucks carrying heavy load of steel bars will destroy the thin crust of asphalt in no time at all and 2. there is no drainage.  The water logged asphalt will disintegrate very soon.

As for l, the owner of the warehouse which is located in the subdivision doesnt care about how the subdivision roads look like.  May they not increase in number.  We could advise him to relocate his warehouse.  But then again he will invoke his property rights under the constitution.

It is difficult really to enforce public policy, or integrative policy.  So much compromise to be made
