Pero Pres. sis. did not sign the bicam report because there were blanks;   Rep.  Raoul Manuel confirmed that there were blanks.    The emailiing of soft copy and last minute furnishing of hard copy contributed to the confusion.  

Who is truthful?

More discussion on Phl 2025 GAA. Who is liable? Will somebody be charged? Impeached or censured at least?

It is more fun criticizing Will there be accountability and responsility in this controversy? Why is budget being passed this way? Can we we do this right?  WHO FILLED IN THE BLANKS?

The DBM web site that alleges contain the copy of 2025 GAA, Biecam report NEP are inaccessible. 

Are contents being corrected?  

Calls are now being insinuated not to pay taxes as the budgetting is very corrupt.    Can we have capable Legistlative and Executive leadership    

It pains the taxpayer that he/she works very hard, and even harrassed by BIR to pay taxes.    And this is the way the budget process goes?

Former President RRD and Cong. Sid Ungab, former head of Appropiations Committee at Congress before Elizalde Co, took note that the bicam conference report had blanks, there is no published 2025 budget yet.   That the signed bicam report as basis of 2025 GAA with blanks (also signed) violate the constitution (since only Congress can approve budget and no such bodies as bicam.  Many changes, deletion and insertion took place in bicam reports.  Also, it is provided that Congress can not increase budget that is higher provided in NEP.    Yet the OP budget ballooned.

Palace PBBM says the allegation are fake news.    

Clearly some negligence violation of the constitution happened in the 2025 budget.   Dep Ed got lower budget than DPWH.   (The constitution provides for higher budget of Dep Ed.  Someone did not read or has not memorized the 1987 constituion.  

Vic Rodriguez clarified that the evidentiary evidence had blanks.   The Palace maybe inserted in the final version.  But the bicam report bore the smoking gun.   

Is this not too much negligence, garapalan, and gross violation of constitution and must be stopped?

AKAP and ballooning unprogrammed appropriation  are still a big problem, And increasing non revenue sources.  (Which involves diverting funds from GOCC)

Former Department of Finance Usec Magno called out in a post that the 2025 budget which the Bicam approved (railroaded ?  not having been thoroughly reveiwed by some Senators) to be the most corrupt.   This post guess that:   1.  The dagdag to Ayuda,  and DPWH   2.  Reduction in education and health (embodied in the constitution to be the priority)

Increased DPWH budget and AKAP are ripe for corruption and AKAP will be the kitty for 2025 for election by Senators (P200 million each) and  Congressmen (P80 million each)  Thats a lot of pork.  Whoever thought of this and those who framed this budget must not be reelected and/or the ones impeached.   A wholesale plunder!.   As the good former Usec has called out

Thought time for a change.  A better life.   The family known for the corrupt practices then, the brother and sister have been true to their DNA.
