Was it a that depicts clarity of vision or long and winded?

Former Ateneo School of Govt (ASG) Dean Tony Lavina that it was long winded and clouded.  He talked about war vs drugs, peace and order and concern for the people.  But the adlibs, from the point of view of academics, disorganized the speech.

But Duterte was focussed in his speech on what he stood for and will be relentless.  The content and the direction of the speech may sound simple according to Ted Locsin in his Teditorial,   but that is the task of the leader - to simplify the vision in a complicated world and focus on a couple of things. and being relentless and determined about it.  His experience and knowledge as a politician and prosecutor tells him that is what country need and what he must do.

Before internet lib pel cases were dismissed because of absence of internet libel.   However, in the new law, who is liable and what is libel are ill defined, giving rise to possible abuses.  Are reposts and retweets punishable offenses?   In the case of newspapers, the editor and publisher can be held liable.  The websites may hold itself not liable because of certain terms and condition for the use of websites, and lack of knowledge;   however, for those who repost, retweet or share?
