There was a FB post regarding severe flooding at Naga City and cites the fact that Naga City is below water sea level and that run offs from higher lying areas would continue to inundate Naga City. as from Rinconada.    WB - Bicol River Basin Project  No less than WB and ADB were involved in these projects

  Was the River Basin project ever completed?   Why did DPWH terminate it? DPWH abolishes Bicol River Basin Project

Calamities as flooding is the audit of all audits, and maybe some of the project components were not really implemented.  Hence the floods

4.  The malpractie enrichces many people

Kaya walang stopping

Nakausap ko kahapon ang isang kontratista. Hindi siya nangunguntrata sa Govt, subalit nagsub con siya sa contractor sa govt.

Ang isang kontrata niya na may halagang kulang na P30 m ay  subcon sa isang main contract na  3x ang halaga.

So ganito costing:

Ibig sabihin OP talaga maraming govt contractor.  Ang mga estimates ay OHHHHVERRRR.  Sa 30% kikita ng 30% ang subcontractor.  So ang real cost ay only 21%.  Nalulugi ng 79% ang taxpayers sa ganitong system.  Hindi ba ito nakikita ng COA, hindi ba ito alam ng oversheet este oversight bodies o kasama sila sa parte ng 20% ng 40%?
