We are glad this is over because there are more pressing problems facing the nation:   WPS, achieving grwoth target, higher unemployment rate, rehab of areas damaged by recent rash of typhoons.

The allies and other observers see this event as nothing more than orchestrated effort to embarrass charge tthe VP, others as entertainmnet, being compliance with procedure  as in CIF being far from existing rules.

We hope that this stoppage ends the escalation into somethng more than verbal tussle

Watching the Quadcomm, Sarah Duterte videos has been entertaining for the several months. But the telenovela now is tiring and its better for them to finish the show: (Its a show  its a battle which they started and must finish;   they alone can benefit for lose from this spectacle(

1.  It is just pitiful to see govt institutions put to bad use and waste, the HORs and money to corrupt parties to be used;

2j.  Wate of manpower too, waste of our time

3.  Thet the govt security has been compromised:     1.  Revealing the source/payee of cofnidential funds (the leftist would like to know them)    2.   The HORS dancing with and giving them power and authority to run the country (not knowing they can bring down HOR or the country   3.  Truth half truths and lies mixing together splasshing across soc media and TV screen causing your brain to doubt its insanity

4.  Proliferation of pseudo leaders influencers and vloggers whose expertise needs much to be desired

5.  Not good for our job, busiiness andprogress

Cong Barbers has ordered the NBI to probe the vloggers on lies about quadcomm proceedings.   Mentioned was the post on alleged drug den where their family was linked.  

Many will be more careful.  Posts will be hidden, and tags removed.  Many have all ready howled in protest

Its not martial law but repression of rights and freedome and alleged big time corruption reminds us of the father's unforgettable regime.    Why did many forget and were fooled by the campaign?

The VP confidential funds are under fire at Quadcomm hearing and has triggered the detention of VP Duterte chief of staff, a lawyer and triggered many investigations.

Some comments by other parties/side are worth mentioning

1.  Ombudsman Martires mentioned that since it is confidential, this can not be revealed.   If it concerns security matters, then lives may be at risk if revealed.

2.  Former commissioner Guanzon says that receipts are not required for liquidation of confiential funds

and such funds are under the supervision of CoA and such funds are governed by:

3.DBM CoA joint circular 2015 -01  

Such guidance is probably needed at Quadcomm inquiry.

We understand that the Philippines 1.   is in the path of no less than 20 typhoons a year.   2.  most of the typhoons carry more moisture (ie rainfall than the earlier ones)  ----> hence we allocate more funds into flood control every appropriations year running into billions.   P1.4 trillion in fact for the past 10 years.  

Many vaunted mega projects on river basins with borrowings from multilateral institutions.  We keep on saying that flood is not a matter of administrative supervision by a town or district but covers a large expanse as in the case of Bicol or Metro Manila.

But nothing seem to be happening in the flood control or mitigating structures.   The photo and video we saw of Bicol ie a bridge connecting Iriga and a town seems to be substandard and devoid of sturdy reinforcement underneath.   How can this happen to a structure that is visible  So what happens to the structure underneath?

Let us make those 5500 flood control projects work.  Let uus not allow our countrymen  tobe in harms way due to flood and typhoon.  There are many things that can be done:

1.  Declare certain area inhabitable.  Remove residents from waterways.  Transfer them to flood free areas.  Revise land use map.   Move away residential areas from flood prone areas as lakes or rives.  Building officials LGU must do their jobs

2.  Use Drones, satellite pictures to study floods.  Refer to big data to study history of flooding  Refer to experts and geniuses in hydrology and flood controls (and there are plenty of them here in the Philippines)

3.  Simulate flood flow using computer models and even scale models.   Use maximum rainfall as we see now for the simulation

4.  Use the best minds to create flood control mitigating measures.   

5.  Mitigating measures/structures could have been built:

      1.  Impounding lakes

      2.  Dredging of silted waterways

      3.  Impounding pons or lakes to slow down the flow

      4   Fllod ways and floodgates as in Manggahan and Napindan channels  (for Naga and Bico rivers

      The Dutch Englishmen Japanese have solved their flooding problems by throwing in a lot of money.  We have thrown in a lot of money too   

I am sure these are being done.   But if there is corruption....
