P1.4 billion per day
Prior to the Senate inquiry into the usage of such funds by the Senate, this post had a chance to look into the list of projects where the flood control project funds were used.
1. Dikes - there were scores of projects in Bicol that were on dike and levees. As you know, using the same thing for an ever changing problem expecting different results has been termed as insanity by no less than Albert Einstein. Putting merely levees/dikes could have worsened the flooding problem. The flood plains where water could have stayed a little bit more have to flow into the waterways faster. There were so many dikes built.
A megadike say 20 meters thick and 10 meters wide could have been built in areas where water level would seem to be highest and breach more likely. The sides of the dike could be planted with bio mechanical means to slow down the flow
2. Other flood control measures - The engineers, designers, could have been more creative and thought out of the box. Taking the Tokyo example, (since billions and trillions have been spent anyway0 these could have been done:
1. Floodway diversion - as the manganin floodway
2. Gates - as Manggahan gates between between Marikina reiver and the floodway. To let in floodwaters flow into the floodway diversion.
As in Napindan, the separate Bicol and Nag River flow.
3. Temporary floodwater impounding areas. There are still plenty of ricefield that can be converted into such.
Again, we know the bio hazards, the risks, we have the flood data. We can commission international experts, consult with Holland and Tokyo experts. We are spending huge anyway.
We need experts in SEnate and at DPWH. We pay consultants, let us hirie them to help with this problem instead of endless inquiry for politicking
