Former SP Escudero points to fmr HOR speaker Martin Romualdez as mastermind behind the flood control projects

Sen Chiz Escudero, in a privilege speech before a Senate Plenary session points to fmr HOR Speaker Martin Romualdez as the mastermind behind the flood control projects  He urged every one to rip the script/narrative of Romualdez to divert attention on the anomalous flood control controversy.

The good senator was seen to be defending himself and distancing himself from:    1   insertions emanating from the Senate;    2.   allegations that he received millions of campaign funds from contractor.

This is going to be the start of the fight between two former boss of the Legislative bodies.  Where will this lead to?    Who will win?   Who will be jailed?

HB 03952 Anti Epal Bill

Sen Francis Escudero files Senate Bill 776 banning epal

The bill was filed in 2016 by Rep. Ace Barbers.  It seeks to stop the practice of LGU officials (even high ranking officials) from placing on public works, or any projects funded by tax payers money .  It seeks a penalty of P100,000 to P1,000,000 and permanent disqualification in public office.

The author sees dim possibility of this becoming a law as the anti dynasty bill.  The lawmakers, as is an unwritten law shall not write laws that are against their self interest.  Our mayor, governor every where engage in early campaign and name recall through this unfair practice


Sen Myriam Santiago filed similar bills before but was not able to gather enough support.

All sins and corruption  emanate from the inability of people to veer away from their self interest.
