From my humble knowledge of strategy, air strikes vs ISIS who can hide among the civilian population can only waste the war assets or USA and its allies. Air strikes were not effective vs VC in Vietnam; the tunnels were good defense as in Afghanistan.
You have to match the assets of ISIS namely ground troops are needed. Otherwise, its a USA that does not want to be dirtied in combatting what it considers a threat to US.
