What caused the flood in Cainta, Pasig and Ortigas Ave Extension?

It is more fun criticizing

          The channel could be only 5 meters wide, the rest of the river about 10 meters are occupied by settlers

I tried to find out whether the hypothesis that the creeks and rivers were responsible for the Ortigas Ave extension.  Surely, there will be people whose houses will be damaged, there will be electrocution, aids and rescue operations.   But the root causes will not be investigated nor removed.  They are there, we ignore, we deny that they exist, and that some of our country men due to their selfish acts caused this:

                 They will be always the victim; why cant we move them?  Why are they untouchables?  Cant the govt relocate them to a much safer place?

                 These houses encroach the mouth of the river

                       The river is a large dumpsite

                       I see dredgers here often and this is dirty, just one week after the flood;

                    The houses occupy the embankment

            Judging from the length of the bridge, there is encroachment on the river

1.  banks of creeks are occupied by urban settlers,

2.  the rivers are used as garbage dumps

3.  the river banks are occupied by large houses by as much as 20 meters and each side.

So if we investigate the Cainta river from the Ortigas side up to the floodway, you will not be surprised why the floodwater channels can not handle the volume of water hence the flooding

It does not take a genius or rocket science to conclude that clogged drains contribute to the flooding.

What are the authorities on rivers and drains going to do?
Nothing?   And then came the rain, and the floods came down, the houses and people are drowned.
