A magnitude 7.1 (7 or 6.8 based on conflicting assessment) has hit southern Japan, Kyushu island, with 13 confirmed dead.  The airport was closed, train service ceased, water and electricity service stopped.   With hundreds of thousand evacuated due to aftershocks...  There was a tsunami warning which was later lifted.  

The 2nd floor of Aeon mall collapsed, and there was a reported gas explosion.   Employees and guests were trapped.  

This tops the suffering of Japanese;  this is on top of rains and flooding they are all ready suffering

We sympathize and we are with the people of Japan and victims at Kyushu island in this terrible disaster.

A swarm of earthquakes also hit the Philippines Wednesday 77 in all... with 4 in magnitude 5 and above

This came shortly after a 6.9 magnitude earthquake in Cebu.  Meanwhile Mt. Kanlaon erupted today too, and there was a mild earthquake in Cagayan in Northern Philippines.

New department being proposed in the midst of right sizing, government debt reduction

Because of the major earthquake yesterday at Abra resulting in damages and loss of lives, proposals are all ready being made to have a department of disasters.  This mean a fatter bureaucracy, more personnel regional offices   While this would mean focus on disaster it will mean disaster for other government concerns:   budget, debt, taxation and more

As if disaster is an ordinary daily occurrence.

The post sees the current set up as adequate.  NDRRMO PDRRMO MDRRO are adequare and do not much mostly doing patient transport   Just incorporate disaster mindset into every department

      1.   Sturdier and more robust construction by DPWH of infrastructures

      2.    Amendment of  building code to make construction of private structures beefier and earthquake

             proof

     3.  Strict enforcement and regular inspection of structures

     4.  Conducting drills

     5.  Relocation of residents to less dangerous areas

     6.   Beefing up PAG -ASA.

 

The move could mean:   

    1.  More coordination with existing organizations

    2.   Duplication of resources:   own volcanology department,  standards  and building

           codes inspection department,

We do not need to reinvent the wheel.   And later on blame the govt for ballooning deficits and/or

more taxes

A massive strong earthquake attributed to movement of Leyte portion of Philippine fault.  One was reported killed and 40 confined in hospital.  Numerous houses were reported destroyed, buildings collapsed and road cracks

It was reported to be Magnitude 6.5.  Just to give a comparison, the Kobe earthquake that damaged more than 150,000 houses and buildings and that killed 10,000 was of Magnitude 6.9

There were reported numerous aftershocks and they were still strong.  There is no stat yet of damaged houses

This is quite heartbreaking.   The residents have not fully recovered yet from Yolanda, and here is another destruction.  But  Mayor Richard Gomez of  Ormoc City that may be the suffering is only for the day.   (For those whose houses are not damaged but for those whose houses were destroyed.

Hmm, the earthquakes are flirting in Mindanao, Visayas, northern Luzon, and Batangas.  Dapat talaga maghanda taga MM.   However expers allayed fears because they say that West Valley fault and Leyte portion of Philippine fault are distant and not inter connected.

On the way to an appointment in Central Business District yesterday afternoon, I happenned to sit beside a bus a man who had  a back pack, wearing orange T shirt and many markings (which includes a paratrooper patch on it) on them, a tiny flash light attached to his divers watch, and a two way radio.  I remarked and asked question , "How was it in Leyte?" And he answered it was tiring.

Was there an op plan for clearing and dead body retrieval operations?

What did he do there?  Security, relief distribution?  No.  Retrieval of the dead.  He was being relieved to rest.  He had not been home since Bohol earthquake.  They were first responders to Bohol and then to Leyte.  It has been a long and difficult tour of duty. He lamented that there was no plan on say dead body retrieval operations. He is a native of Inabanga Bohol.

  He has to go back to Leyte after a week.

Are we prepared in MM just in case? Do they teach disaster preparedness in business school?

He asked me what do I do for a living?  I said I teach sometimes in a school of business.  He asked if we teach disaster management/response in the school.  I said no.  He said perhaps it should be.  He is worried about a 7.2 magnitude  earthquake preparedness in MM.  Are there rescue clearing operations in place?  I said that as far as I know.  There is.  May be it is time to review and rehearse the rescue people.  And have regular drills?

On parting, I shook his hand, I saluted him and I said, " The country and I thank you for the wonderful job that you did for our brothers who lost during the tragedies, and he must keep doing such a thankless and good job."  I hope that was consolation for  job well done at his level.          

Bohol and Cebu lose tourists due to earthquake

Death toll from the Cebu Bohol earthquake (which struck last October 15) reached 185;  what is more lamentable is the death of tourist industry in Bohol. Panglao is now a dead town after cancellation of bookings.

What is going to be the future of Bohol.   Bohol is an agricultural economy depending of few produce from its rocky terrain and fishing.  The eco tourism:  from Panglao island and Carmen, church visits, brought new vigor into the Bohol economy.  But with the destroyed churches, and even defaced Chocolate hills coupled with cancellation at Panglao island bookings (Panglao has become a virtual dead town) what lies ahead for Bohol?

An intensity 7.2 eathquake hit Bohol at 8:12 today;  20 have been confirmed dead in the Visayas.  The epicenter as 2 km SE of Carmen Bohol (the site of Chocolate Hills ) and 33 km deep and tectonic in origin.

We sympathize with Pakistan.  It is reeling from financial difficulties (but just obtained $6.7 billion loan facility) a 7.7 magnitude earthquake in Baluchistan where 515 people died and lately two weekend terrorist attacks.  From NY Times - 85 killed in suicide bombing at Peshawar
