Destruction in Marawi city by Maute group
If you were the President of the Philippines, with the multitude of problems in Mindanao not declare martial law? The last straw would be the Maute group attack (reportedly backed by ISIS - look at the flag they are waving) in addition to NPA attacks the ASG, and the disorder in Zamboanga.
What are the options available?
Would you not declare martial law if you encountered the following attacks:

The fighting reportedly sent thousands of residents fleeing while others were locked inside their homes. It happened about two days before the start of the fasting month of Ramadhan.
