A fugitive congressman tagged in flood control anomalies has come out with 5th video alleging:

    1 There are other corruption and money being delivered to the Chief involving   BOC and  sugar

        also amounting to billions;

    2. That the inlaws control vegetable trade

    3. That the wife controls rice and onion trade

When the congressional inquiry is started vs these activities, the family can order these to be stopped as alleged.  

Just one family causing all these troubles and we all helped him get all these powers to govern incorrectly

Dont we think these are too much and must end, and the family must cease to be on top of this nation?

1.   That we live on trees;

      These were old tales during the American regime.   Many areas are now deforested so there are

       few remaining trees.  Many people still live on farms, like the mayor of Bamban Tarlac a Chinese

       

      Many resorts in mountainsides, above the clouds, with great city or mountain scape have been

      built during the pandemic.

      There is a tribe in Mindoro Mangyans but now live in regular homes and wear regular Western                 clothes..   They go to schools.  Their villages are indistinguishable from other villages

2.   That we have tails like the monkeys;

      There were few monkeys seen inside Subic bay and at the zoo.  Other than that we have not seen

       monkeys.   Read too much on Darwin

      ADB and the govt have both addressed this poverty problem.   This was at 50% in 2,000.  However

      some provinces show a small 10% incidence of poverty.  There is 4Ps program where the poorest

      of the poor are given financial assistance in exchange for:   work program, and undertaking to send

      their children to school

4.   That majority work in call centers and are nannies abroad

      This is true.   BPO workers and OFW bring in up to 20% of GDP,.  BPO will continue to rise

       since this reduces much the labor cost in the West by as much as 100%.   

      Even in the Philippines we run out of nannies.   Our countrymen seek jobs that pay more than

      Philippine wages.  That is why they go abroad. Most of them have college degrees.  But it should

      not demean our country men.   Many citizens seek the same route.

     But such OFWs have brought in progress to the country:   built houses, established businesses,              intermarried with foreigners.  Brought in investments.   And produced beautiful  Fil Ams.  Euro ams

5.   That many Filipinas works as prosti abroad, are gold diggers

       There are many exceptions.  Maybe 1-5%  do.  As they are even in other countries  The desire

        for self progress is universal and intense

6.   That the govt is corrupt and there is no hope for progress

      As all govt are:   Japan, Indonesia, USA, UK etc are corrupt  Where there is power, there is

      corruption, and its absolute.  If nothing moves because of a powerful person or official, you

      are forced to come across.

      May be but its not an excuse, our countrymen ape their Western counterparts.   But corruption 

      must be stopped or even reduced.   Or least, PHL must rise in ease of doing business ranking

7.   It is so crime ridden, there are insurgents and unsafe to live

      The NPA, the armed arm of CPP have been under constant attack by PNP and military  Its 

       leadership has been decimated   Many have gone to peaceful mode of living, and even openly

       fought them in media and political front

8.   Its economic and banking system sucks

      The current BSP govt worked with Federal Reserve Bank of NY.  Many members of the economic 

       team are graduates of US investment bank.  So far the economy has been sound.  They have

       closed many rural banks and  insurance companies that are weak

       PHL has been the darling in economic growth even in pandemic times and even beat top economies

       in progress.   

       If you go to MoA and BGC it is as if in you are foreign cities.

      PHL has a huge FX reserve.  It is projected by foreign think tanks that PHL will be 18th richest

     economy by 2050.

      PHL has robust electronix, shipbuilding, real estate, financial businesses.  Its shipping and airlines

      businesses are booming and expanding

     Many of economies:  Myanmar, Vietnam, Indonesia UAE, KSA had many Filipinos as their top 

     executives.  Its doctors are nurses are some of the world's best 

9.   That we are antiquated and so behind in many things

      Internet has brought PHL instep with the rest of the world.  SMS in the PHL was ahead of

      of US and rest of Asia.  Many infrastructure projects are underway:    subways, light rail transit

      roads and bridges.   RE.

     So many great things are underway.

10.  Many things dont work:   power, water, telecom

      Occasionally we have water outages, and power outages.   Due to wrong computation of power d

      power and supply.  Or due to increase in price of fuel.  But by far and large we are ok.

      We have almost free SMS, cp calls are ok.   Netflix, FB, DM works.

It was the in thing in social philosophy while I was taking my masters.  My professor was the Dean, an American Jesuit.

It simply means that rather than teaching mendicancy, we train poor people to be productive, achievers, positive mindset, rather than being clingy and dependent.  Down with welfare state.  Welfare state

I often lecture young ones who apparently look healthy begging. I ask for their fathers and they should ask their fathers for money.   We discourage hard work ambition and good citizenship by giving alms to strong young people.   Big countries experienced hardship and hardwork on their way to progress.  Make no mistake about that

There was so much flooding in Luzon over the weekend:  Saturday and Sunday with floodwaters raging "lagpas tao"   The strange thing was there was no typhoon. And  the volume of rainfall was just 1/2 of Ondoy. in 2009(but that was for 4 days period 500 mm of rainfall)  The rainfall last Saturday was 270 mm, half of the  entire rainfall for August (500 mm). Falling in just one day.  Much rainfall fell North of Manila, less on the south. There was one wedding at Hagonoy Bulacan. held in a flooded church.



Why again was there so much flooding?  The flooding caused the evacuation of more than 20,000 because of the  deep floodwater. Several died of drowning

1.  Many  of the areas have been rain soaked all ready because of previous deluge?

2.  Too much silting in some rivers;

3.   Garbage disposed off in rivers and waterways clogging the same. Hence the flood.  How can we mitigate floods from too much rainfall in the future?  Can we or we are just victims of nature

Are you one of the motorists?  Some pedestrians who become drivers are not so courteous
or respectful of the law.


Do MC slow down on the pedestrian lanes?   Are you one of them who dont?   Be aware 42C of
the Traffic Code of the Philippines mentioned here



There is an oversight;   lack of penalties make the law the laughing stock of these pasaway
and may be for a good reason;  but lives are in danger daily


A video of woman crossing a pedestrian lane in Bulacan being  hit by two speeding motorcycles caught my interest.  Indeed, many motorists, MC and other MV disobey disregard the pedestrian lane.   They forget that they too sometimes become pedestrians.  In our town, right in front of the municipal building, motorists do not stop at pedestrian crossing lane.   An elderly was hit by a speeding tricycle near a bakery pedestrian lane.   The victim was able to get up, was brought to hospital where he was declared out of danger but died later during the day

WHO identifies the pedestrian, ,the bikers and even the  most vulnerable entities to traffic accidents.  50% of deaths occur among those vulnerable entities    From WHO Road Traffic Injuries report  (The video says in the Philipppines this is 9/10!)

What can be done?

1.  Driver education (like this one)  The trouble is one can easily get drivers license here at LTO even without taking the exams;   Republic Act 4136 enjoins motorists to yield to pedestrians when approaching pedestrian lanes.  (The traffic code of the Philippines )   These laws are important for road safety.

Section 42. Right of way.

(a) When two vehicles approach or enter an intersection at approximately the same time, the driver of the vehicle on the left shall yield the right of way to the vehicle on the right, except as otherwise hereinafter provided. The driver of any vehicle traveling at an unlawful speed shall forfeit any right of way which he might otherwise have hereunder.

(b) The driver of a vehicle approaching but not having entered an intersection, shall yield the right of way to a vehicle within such intersection or turning therein to the left across the line of travel of such first-mentioned vehicle, provided the driver of the vehicle turning left has given a plainly visible signal of intention to turn as required in this Act.

(c) The driver of any vehicle upon a highway within a business or residential district shall yield the right of way to a pedestrian crossing such highway within a crosswalk, except at intersections where the movement of traffic is being regulated by a peace officer or by traffic signal. Every pedestrian crossing a highway within a business or residential district, at any point other than a crosswalk shall yield the right of way to vehicles upon the highway.

(d) The driver of a vehicle upon a highway shall bring to a full stop such vehicle before traversing any "through highway" or railroad crossing: Provided, That when it is apparent that no hazard exists, the vehicle may be slowed down to five miles per hour instead of bringing it to a full stop.

2.  Those who have MC or other vehicles are kings of the road -  mayabang and will regard other entities on the road as piece of meat,  a future road kill.

3.   Traffic enforcement   -  If the traffic enforcers stop the vehicles at pedestrian lane, issue tickets, and or send those who violate the traffic law should be sent on seminars  The trouble is in the said law, while there are penalties, (and which are very light and addressed to the timeline of the passage of the law the 1960s) there are no penalties for the violation of section 42 c of the said law.  No wonder the traffic enforcers are helpless to enforce a tooth less spineless law.  No wonder majority of motorists ignore the pedestrian lane crossing since they are unenforceable anyway, and so too pedestrians, (anyway the motor vehicles will  just ram them at the pedestrian lane) So buwis buhay na lang  anywhere it is convenient)

    What can be done?

Wala namang penalties.   A big oversight;  a spineless, toothless provision?  The law must be amended

Destruction in Marawi city by Maute group

If you were the President of the Philippines, with the multitude of problems in Mindanao not declare martial law?  The last straw would be the Maute group attack (reportedly backed by ISIS -  look at the flag they are waving) in addition to NPA attacks the ASG, and the disorder in Zamboanga.

What are the options available?

Would you not declare martial law if you encountered the following attacks:

Some 150 SAF PNP officers were sent to Tacloban in the wake of reports of looting of groceries and fast foods in the city.  The chaos was attributed to the low visibility of the PNP and military after the typhoon onslaught.  This looting was similar to the aftermath of the typhoon Katrina.  There was a report of widespread looting in Lousiana after the typhoon.

The streets of Tacloban City in Leyte were in chaos Saturday as several residents began looting grocery stores and breaking into shops for food and other basic items they needed to survive in the aftermath of typhoon Yolanda.

 

Video footage recorded by the team of GMA News correspondent Jiggy Manicad showed several men breaking into what appeared to be the storage area of a grocery store in the city and grabbing as much bread and softdrinks bottles as they can get.

 

Manicad said some residents have even resorted to forcibly entering fast food shops and destroying ATMs to get food and cash.

 

Looting in Tacloban City has been attributed to low police and military presence in the area after the typhoon, Manicad said. 

 

"Sa lawak ng pinsalang idinulot nitong bagyo, masyadong manipis yung pagpapakalat ng awtoridad para i-handle yung sitwasyon kaya't ganito na ang nangyayari [dito], kanya-kanyang diskarte na, partikular na dito sa lungsod ng Tacloban," he said.

 

Manicad said the lone policeman he saw in the area where looting was taking place was powerless to stop the residents because he was outnumbered and people were already desperate for food and other necessities."

 

Those who learned of the looting are hesitant to help.  However the other points of view is that looting is not necessarily stealing but a way to survive;  the infrastructures and the govt has failed.  If the "looters take only what they need to survive, then that is just a an answer for desire to survive.  If they take electronics of a 42 inch LED tv, then that is stealing.

 

Calamities bring out the best and worst in people. Looting is not one of the best that should come out of our people. It was shameful to watch our Visayan kababayan doing that.  The international communities I am sure viewed that.  We are not animals.  We are above the solons and the NGOs being charged and investigated at the Senate and elsewhere. Where is the dignity and Christian Values?  Difficulties does not give excuse to disobey the ten commandments (Bishops?)

Is looting when there are no supplies justified?   

Promise of aid, and concern of kababayan is very admireable.

President Pepe Mujica was very right in saying that those are poor are those whose needs are not satisfied.

 Is obtaining supplies in order to survive stealing? Or just a survival instincts?   PNP bosses must read this link so that they can be properly guided.

The earthquake yesterday in Bohol was the strongest in Visayas for the last 23 years and had the power of 32 A bombs dropped in Hiroshima Japan in l945. The A bomb dropped there had the power of 20,000 tons of TNT .  The earthquake destroyed centuries old churches, even modern buildings, disrupted power (no electricity but the wireless telecom held on) and destroyed roads.

Philvolcs said that the earthquake was due to movement of East Bohol fault (First time I heard about this;  guys be careful of the very tall buildings you put up because there is the Marikina fault.  When it moves after decades, we could just imagine the damages and number of fatalities)

The fatalities were few since offices and schools were closed being a holiday for Muslim holiday Eid al Adha.  Otherwise, there would have been more fatalities.

I happenned to be seated next to a lady from Antique in a recent flight.  Out of the blue, I asked "Are aswangs true?"  And she answered "Yes"

She has not seen one, but there are plenty of experience in their home province, rumored to bailwicks of "aswangs".

Personally, I do not think casinos are good for the economy. Gambling, gaming are zero sum games, are economic blackholes that sucks money, savings, and resources, and barely returns anything to the economy.  It creates paupers, losers, gambling debts, and broken homes.

This is unlike entrepreneurship that creates wealth jobs, and employment;   casino and gaming for as long as people have something to gamble/bet.  It does not create value.

I have seen millionaires become paupers;  rich people lose their cars and homes to gambling losses.

Why does the government still license and promote casinos/gambling?  Does it make sound economic sense?

l.  The CA regrets that his appointment would have been confirmed earlier;

2.  The cabinet secretaries should be provided with jet planes (the chartering was an ok alternative or fractional corporate jet)

3.  That he should have been appointed full secretary (not an actor) earlier.

4.  Praising him to high heavens
