Embattled Souuth Korean President  Yun Sook Yeol Tuesday night declared martial law;  the parliament hurriedly convened to declare the declaration null, and hours later the President had no choice but to recall the order.   The news is riped wih calls for his resignation impeachment.

Shall there be a copycat in this country.  Shall there be a Part II of martial law in this country if disorder will escalate due to impeachment of vp and mass action being planned

I met a neighbor this morning and asked me whether I realize that we are living in a virtual martial law environment;  I said yes.

The pandemic was an opportunity for those in power to flex their power and authority

1.  The police a civilian authority is dressed constantly in military outfit - Battle Dress Attire  in fatigue
      Are we in war or is this marial law;

2.  Some measures being imposed by the police authority are severe and cruel;   as if the people are the enemy and not the virus;

3.  Some measures vary and capricious in implementation

4.  The unchecked exercise of power has resulted in rise of govt debt by 3 million since 2020, and 300 billion for three months into 2021;  this much spent in early campaign at barangay level ++++

5.  With regards to election, it seems that they have it all sewed to the dynasty:   even the close allies are out of the game.

Pres Duterte floated in a taped TV telecast the idea of revolutionary govt as a counter strategy vs plotters and destabilizers whom he thinks are communists and yellow tards.  He will have them arrested.  So what else is new.  What is the elephant before us?  A TOTALITARIAN RULE. Not martial law.

So the political prisoner fear was right after all.  The good president can not tolerate criticisms, objections and opposition.   So the critics are right after all with the actions vs the Ombudsman and  CJ.

Talk about the sudden foreclosure of Mile Long property owned by the Prietos, as a revenge for the criticism by Inq vs the good leader

After the remembering of the 45th year of martial law, several fora were held by former political  prisoners under then Pres. FM.   They fear that the same is foreboding at the rate the drug war is going and the declaration of martial law in Mindanao.

But they need not worry because the commander in chief has declared that in Marawi, they are not taking in prisoners.  There are no courts to issue commitment order and there are are no jails.  I am sure the current dispensation will do the same for their political enemies.   No cruel punishments, torture or incarceration.... Guess....

Jose Ma Sison the founding Chairman of CPP NPA who exerts still a considerable influence  on the movement has apparently miscalculated the resolve of Duterte for daring the latter to stop the talking and fight, abandoning the ceasefire and fighting;  because of the latters desire for continued martial law.  The continued ML limits the movement of the armed troops/cadre of CPP NPA The attacks in Negros Mindanao by NPA military targets, the occupation of the NHA housing in Pandi, the loud protests at Batasan today the protests rally at Mendiola, the clash at US Embassy today are apparently instigated by Panggulong Sison.

The NPA is still considered as as an Foreign Terrorist Organization by US State Department

But Pres Duterte is a force to reckon with and we might still see in our  lifetime the end of the communist movement as it has died out at the rest of the world, which as has embraced socialist capitalism. Even where it was founded in Russia.

Duterte enjoys the whole support of  PNP and AFP and he makes sure by making them happy that that support continues is solid and unwavering.  He may have erred with Marvin Marcos, but that is the way he shows his support to the  PNP so that the latter will support him too to the end. And politically the vote he  got today from Congress and Senate for extension of Martial Law in Mindanao until December 2017 is solid proof of the power and strength of the govt represented by Duterte. From Inquirer - Senate Congress vote 261 -18 to extend Martial Law in Mindanao  The position of the leftist and other detractors did not get much support and traction  (Are the communists rebels losing their appeal

  And now for the CPP NPA, the end may be near.

While Duterte offered his hand of peace to the Communist, they chose to stay by their ideology of continued armed conflict, the never ending thesis anti thesis of Hegel. Why cant we live in peace? Why has there  to be conflict?   Why has it to be Panggulo ng Bayan?   Joe Ma?    It is as Pres Duterte has said to be silly.

Some arguments being posed at the SC regarding the petition for review of facts for declaration of martial law in Mindanao do not  match reality and actual situation if not being outrightly absurd. if not funny.  While a war is going in Marawi where scores of soldiers gave up their lives fighting for our country, some people have the gall to tell that raising the flag in Marawi by ISIS is a mere propaganda.

As this is being written the oral arguments for and against martial law in Mindanao are being exchanged at SC. Maybe a waste of time and people's money This post asks what are more proofs needed to support the decision for such a declaration:  The main argument is that it should be limited to Marawi city

But this is war.  and now the crisis has spilled over up to Iligan City;    destruction is in billions of pesos;  hundreds of  lives were lost.    The Maute has hundreds of combatants at Marawi with P30 million support coming from ISIS through a former Malaysian professor;   The militants had even a P50.00 stash in one of the houses.

1.  The perpetrators are rumored to have slipped to neighboring provinces As the bomb maker who was caught in  CDO;  the elder Maute was caught in Davao

2. The evacuees are in Iligan City where there is an impending humanitarian crisis

3.  The allies of the militants are all elsewhere  in Mindanano:   Sulu, Zamboanga Maguindanao

4.  The NPA may be taking advantage of the situation to launch attacks.

5.  The foreign nationals joining the fray are entering through the porous borders of southern Mindanao like Sarangani and Sulu

6.  It now appears that the Marawi war is a tactical alliance among BIFF, Abu Sayyaf,  and Maute.  (And maybe NPA.  Those in the know say that the ASG were in Clarin Bohol to recruit fighters for this event

Again this petition at SC is a great dishonor our fallen soldiers in Marawi    While they gave up their lives for our country, the detractors have the gall and guts to imply that their efforts were in vain.  The allies of the other militants like the NPA and other armed groups would be the only one who are capable of launching such detraction

The situation then, in 1972 when JPA was allegedly ambushed in Makati, as an excuse to declare martial law is very different from Marawi situation.  It is war.  Let the honorable objectors to the Martial Law in Mindanao go to Marawi at the provincial capitol to argue against such declaration

I would suppose nakahiyaan na lang nila.  The church, VP Robredo and all others even a known leftist lady senator agree that the declaration is justified

Hearings are set for oral arguments by congressmen opposing the declaration of Martial Law in Mindanao (it should only be in Marawi City)    (Congress opposition leaders to question factual basis for the declaration of Martial Law in Mindanao.  The leaders of such move are Cong. Edcel Lagman, Teddy Baguilat, Tom Villarin, and Magdalo Gary Alejano.   This post is afraid that this group for the sake of yakking do not appreciate the problem or view the situation objectively:   the NPA, the ASG, the trouble in Zamboanga City, firefight in Sarangani.     whewww

There was a commotion in the house today;  there was a debate as to whether they would still go to a show in Solaire after a reported incident in Resort World where 37 were dead June 2 early morning after a lone Caucasian gunman armed with an M4 rifle burned casino tables which resulted in deaths of 38 resort guests due to asphyxiation.  He did, not as was earlier reported gunned down resort guests.  He was not as reported by Gen Bato shot dead after fighting it out with police but he set himself on fire at Room 510 of the hotel.

What are disturbing about this?

1.  Lax security procedures by the resort agency;   how could he have entered the hotel with a long fire arm

2.  Lax police work  Why does the suspect have no name?   How come newscasters reported earlier that there were dead due to shooting?

3.  That this incident may provoke the president to declare martial law in Manila

Again speculations are ripe that the assailant/terrorist is part of ISIS or international terror group.  Some hints that the gunman was after 130 million of chips which he stole.  And that Pres DU30 may declare martial law.  Critics are quick to point out that the current leadership is very good and even better than late dictator in creating scenarios that will pave  the way for martial law declaration.   Di halata.

Again vigilance is the price of liberty;   the incident must not be fanned to cause panic and provocation on the part of our leadership to do something drastic

Malacanang however allayed fears that there would be a declaration of Martial Law after the Resorts World incident

If you were the President of the Philippines, with the multitude of problems in Mindanao not declare martial law?  The last straw would be the Maute group attack (reportedly backed by ISIS -  look at the flag they are waving) in addition to NPA attacks the ASG, and the disorder in Zamboanga.

What are the options available?

Would you not declare martial law if you encountered the following attacks:

Tomorrow we commemorate the birth date of the great Plebian, perhaps the real Philippine National Hero who fought for our country using his own name, and not because the friars took away their land.

But that reminds of the stark reality that there are constant reminders of suspension of writ of habeas corpus (after the declaration of state of lawlessness)  Martial Bonifacio (the name used in passport of Ninoy) may just be around the corner.  Digong has heads and hands full with the following:

1.  Uncontrolled kidnapping by ASG in Mindanao despite 10,000 strong military ops;

2.  Maute rebellion in Mindanao, even ambush of his advanced convoy;

3.  Traffic problem (he still does not have emergency powers;   Political foes are giving him a hard time

4.  The drug problems:

      Talamak na involvement ng govt officials elective and appointive and even in his very own police force which he trusts:  generals cols.  BUCOR officials

5.  Graft and corruption

      CSC laws, due process, Constitutional rights protecting corrupt officials.  The slow wheels of justice and govt grinds very slowly to defy efforts to clean the govt of corruption.  No the ERC officials will not resign because they have a tenure to be observed just like judges.

    Corrupt govt officials entrenched in the legislative and judicial branches.    And they have lawyers and laws behind them.

    Corrupt barangay officials and LGU officials -  their kotong ways have not abated.

    Campaign vs corruption in various depts are met with strong resistance as in DOJ, and even assassination as in Bureau of Customs

As fmr Senator and fmr expert on martial law, Pres Duterte needs the declaration of martial law to combat crimes and solve all other challenges of the country.  I will do the same if I were the President.  An achiever can do no less.  A man of honor and respect for his word will demand nothing less to achieve his goals

Could the prediction that Digong and Bongbong Marcos come out to be our top leaders this coming May election.  First humuhugong and ONG sa mga nickname nila.  And secondly they are coming out strong on the latest surveys.

Talk about the anti Digong and Bong bong.  Where ever Digong goes, the number of followers and apostles increases.  It all started with  CDO debate. The masses, the netizens were for Digong. The editors, the elite were for Mar Roxas.

About Bongbong.  While the victims of the Marcos martial law are campaigning very hard vs the young Marcos, we must understand we live in a different times.  The mass of the voters are young and would not know what martial law all about.  And the young Marcos is gaining points with the young audience.   The young Marcos has also matured a lot as a leader.  He will be definitely be supported by the vote rich Region I, and by the Romualdez in Eastern Visayas.   If Duterte supports him in Mindanao and the rest of Visayas, then it is a matter of fighting it out at Region III and IV.
Sen Maceda had also have something to say about politics.   The electorate has such a short memory. See how Manong was even elected even if there were Maleta issues against him and so with JPE.  The architect of Martial Law made it to the inner sanctum of all the adminiistration  Cory Aquinok FVR, GMA and even PNOY.  See nakapasok sa gobyerno eh talagang berdugo iyan, executor ng Martial Law.   Kung may kalupitan sa Martial Law ang dapat managot ang mga sub altern. Eh lalo na si Bongbong, di niya ginawa ni FM at JPE.

We are sorry that there were victims of martial law, but we must recognize the reality of politics

Enforcement of laws vs looting is difficult in extraordinary times - Sec de Liman

There have been news about looting in Tacloban, and talk about declaration of martial law in the affected areas to enforce law and order.  All ready, ABS CBN  is investigating rumors of armed men shooting evacuees (which was later found out to be false)  The mass burial was allegedly to have been disrupted by gunfire.   There were also allegations that armed men (NPA) are supporting the massive looting that is going on.

Strictly enforcing the laws, including penal laws on looting (technically, theft or robbery) during extraordinary times such as in times of calamity is easier said than done,” De Lima said.
De Lima pointed out that application of laws should be tempered with "compassion, mercy or liberality," taking into account the situation of victims who have no food to eat.
"What is imperative is real and physical presence of authorities, both local and national, to maintain peace and order,” she said.
Theft committed during the occasion of fire, earthquake, typhoon, volcanic eruption or any other calamity, vehicular accident or civil disturbance is punishable under Article 310 of the Revised Penal Code.
Hundreds of policemen and soldiers have been deployed to restore peace and order in the city. Malacañang said on Sunday that the situation is now under control, thinning chances of declaration of martial law.
The Constitution only allows the President to impose martial law if there is an invasion or rebellion. These conditions do not exist in Tacloban, de Lima said.
De Lima said the declaration of both state of emergency and a state of calamity is enough to address the situation in affected areas including breakdown of law and order. (Sunnex)

Posts have been made at this site that looting per se is not to be considered theft, as alleged in US situation post Katrina;  it is a survival instinct in the face of breakdown of technology and delivery of basic services.  However, taking only items for survival are justified probably, but not taking more than you need, including taking plasma TV or appliances (we saw footages of this in the TV)

Never again martial law? Or is it dictatorship?

I really do not know what people meant by this never again martial law as the 40th anniversary of martial law was recalled.   Is it martial rule or dictatorship?

We may have eliminated FM as a dictator but in his place bloomed a thousand other dictators:   political dynasties, tyrant technocrats, even at  the barangay level.  And the public at large is helpless to stop it...

There were just two corrupt person then;  now there may be tens of thousands politicians and public officials.

What did we really achieve?  A change of tyrants/dictators?

History repeats itself;  the French elite ruling class were replaced by working class tyrants.

With the change of tyrants, as Michael Reagan is paraphrased, are we better of?
