Former Philvolcs chief Punong bayan figured prominently in the Mt. Pinatubo situation.

Once in an interview, his view on landslide at mountains and the submerging of coastal areas in the future was asked. 

He said that what is high will come down and what is low will be submerged.   

That means that if you will have projects, or human settlement, you will avoid steep mountains and hills.  And also lowlands.

Senator Imee Marcos has called out Pag Asa (our weather forecaster) for lack of early or total information on typhoon onset.   Pag asa officials have accepted the call out as constructive criticism and promised improvements.

However as an observer, Pag asa has been consistent and meticulous in informing the public at large fromm the development of the LPA its distance, and expected  arrival into Philippines PAR.  Lately their briefing incluses:    

    1.  Wind strength and direction

    2.  Gale 

    3.  Rainfall

    4.  Storm surges 

They are comprehensive warnings.

The fault may be in citizen and LGU lacks of response and obedience, or paying heed to the danger being faced by a locality.    What else can be improved at PAG ASA?

Senator Francis Tolentino emphasized Senate Rules on invetigation in aid of legislation and that respect should be observed.

There are two instances wherein the resource person cant be compelled to answer:   1.   If the resource person cites his right vs self incrimation  2.   that the topic of inquiry as often are, especially in the Congressinal hearing, ir outside the concern of the inquiry.  Thus may be citing for contempt or judging that a resource person under these rules are out of order.   

May be these reminders made the Duterte hearing "tame" and that it was an invasion by Duterte.   That there was too much respect.

The recent flood caused by Kristine is worse than CoA audit.   How the funds were spent, how the projects were executed will now be subject to scrutiny.   We thought that indeed as per denial by the representation  there were no funds for flood control.  But the data that is coming out is from approved GAA.

There is a time for reckoning.   If the cycle ends in hearing then maybe indeed there is GOD and bahala na Diyos duon sa corrupt.  If not bahala na si Batman.   Recently there are reports that somebody bought a Bell Helicopter and a Gulfstream jet.     A helicopter would be in the order of P100 million, and a Gulfstream jet in the order of P2 B.  Only a billionaire or somebody handling billions can afford that.
